Localities accelerate the progress of arranging villages and residential groups to streamline the apparatus and improve operational efficiency at the grassroots level.

Implementing the policy of arranging and reorganizing villages and residential groups (TDP), many localities are simultaneously implementing the collection of opinions at the grassroots level to complete the merger plan.

Before June 30, the People's Committees of provinces and cities direct the People's Committees of communes to develop a project to arrange villages and residential groups; organize to collect people's opinions; submit the project to the People's Council of communes for approval.

According to the draft, after arrangement, the number of villages, hamlets, and residential groups in the provinces will be reduced by nearly half.

The arrangement of villages and residential groups not only aims to streamline focal points and improve the efficiency of state management, but also focuses on preserving cultural and historical values and the inherent cohesion of the residential community.

In Thanh Hoa, the whole province currently has 4,351 villages and residential groups. Of which, 4,126 villages and residential groups will be rearranged and reorganized; 225 villages and residential groups will not be rearranged due to specific factors or have met the standards according to regulations.

After arrangement, Thanh Hoa will have 1,933 villages and residential groups, a decrease of 2,418 units, equivalent to a decrease of 55.6% compared to the present.

According to the assessment of Thanh Hoa Provincial People's Committee, the arrangement will create larger-scale villages and residential groups, improve the operational efficiency of the grassroots political system, and at the same time reduce about 4,400 non-specialized personnel. It is expected that the budget for villages and residential groups will decrease by about 424 billion VND per year.

Meanwhile, Khanh Hoa province currently has 1,233 villages and residential groups (683 villages, 550 residential groups) and 1 residential area in Cam Hiep commune. Through review, the whole province has 479 villages and residential groups (equivalent to 38.8%) that have not met the standard of household size according to Decree No. 185 of the Government.

It is expected that the province's plan is to rearrange and reorganize 1,230 villages, TDPs and 1 residential cluster (not including 3 villages in the Truong Sa special zone) into 878 villages, TDPs, a reduction of 352 villages, TDPs, reaching about 28.6%.

Some villages and residential groups, although not meeting the standards, are still maintained due to specific factors (mountainous areas, ethnic minority areas, particularly difficult, complexly divided terrain, difficult travel, scattered population; islands or areas planned for land clearance, migration, resettlement; isolated on islands... ).

For 3 villages in the Truong Sa special zone, there will be a separate arrangement and reorganization plan.

In Quang Ngai, many localities simultaneously consulted voters on the plan to arrange villages and residential groups. With high consensus from the people, the province plans to reduce the number of villages and residential groups by more than 30% in order to streamline the apparatus and improve operational efficiency at the grassroots level.

Quang Ngai province currently has more than 1,700 villages and residential groups. Through review, the province plans to arrange nearly 1,200 villages and residential groups, a decrease of more than 30% compared to the present.

In Lao Cai, the whole province currently has 2,906 villages, hamlets, and residential groups. According to the draft, after arrangement, the whole province will have 1,632 units, including 1,399 villages and 233 residential groups.

Thus, the whole province will reduce 1,274 villages and residential groups, equivalent to 43.84% of the existing units.

According to the roadmap, up to now, most communes have organized conferences to collect opinions on the project to arrange and merge villages, hamlets, and residential groups. It is expected that the arrangement and reorganization of villages, residential groups and the arrangement, use, regimes, and policies for non-specialized personnel at the commune, village, and residential group levels will be completed before June 30.

In Ninh Binh, the whole province currently has 4,482 villages and residential groups. After the arrangement, the province is expected to have 1,753 villages and residential groups, including 1,249 villages and 504 residential groups. Thus, the whole province reduces 2,729 villages and residential groups, equivalent to a decrease of 60.89% compared to the present.

Among 1,753 villages and residential groups after arrangement, 1,731 units meet the standards according to regulations, accounting for 98.75%. And 22 villages and residential groups do not meet the standards, accounting for 1.25%, due to specific factors in terrain, population, religion, culture or traffic and management conditions.

The plan also clearly states that 237 villages and residential groups are kept unchanged, not reorganized; of which 56 units are renamed. There are also 1,369 villages and residential groups that will be renamed after arrangement, and 384 units will keep one of the old names.
