Check traffic lights, don't let people be wrongly punished

The Ministry of Public Security needs to coordinate with all levels and sectors to check the technical conditions of traffic lights so that people are not unjustly prosecuted.

On January 6, the National Assembly Standing Committee gave its opinion on the National Assembly's report on people's petition work in December 2024.

Giving suggestions for discussion, Vice Chairman of the National Assembly Tran Quang Phuong said that since the Decrees on handling administrative violations of security, order and traffic safety came into effect, especially Decree 168/2024/ND-CP, people's awareness has improved.

However, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the Ministry of Public Security should coordinate with all levels and sectors to inspect the technical system of green and red light signals to "prevent people from being wronged".

Chairman of the Economic Committee Vu Hong Thanh also said that through monitoring, the spillover effect of Decree 168 implementing the Law on Road Traffic Order and Safety is very positive. After only one day of implementation, people's traffic awareness has improved.

Speaking more about the traffic light system, Mr. Vu Hong Thanh said that there are places where the operation is not in accordance with regulations, meaning there are still technical problems. He suggested that the relevant authorities handle the situation promptly to have a basis for strict handling of violations.

Giving his opinion afterwards, National Assembly Chairman Tran Thanh Man said that the authorities should strictly implement the provisions of the Decree on penalties for traffic violations. However, propaganda and dissemination work needs to be strengthened, especially through the media, agencies and organizations to each household and each citizen.

National Assembly Chairman Tran Thanh Man suggested that with related laws, the Government and the Ministry of Public Security need to act resolutely and decisively but must propagate so that people understand.

Besides, National Assembly deputies must strengthen their grasp of voters and people's feedback to proactively fight against propaganda and distortions of hostile forces that cause division.

"The law is correct, the decree is correct, the circular is correct, the policy is correct, but the implementation is still two-sided. Initially, there were still this and that issues that need to be further rectified, paid attention to and absorbed..." - said the National Assembly Chairman.

Regarding this issue, Senior Lieutenant General Tran Quoc To - Deputy Minister of Public Security - said that the Ministry has proactively and well resolved the contents in the report on people's petitions in December 2024.

Regarding the opinions raised by members of the National Assembly Standing Committee, the Deputy Minister of Public Security said he would accept them.

Concluding this content, Vice Chairman of the National Assembly Tran Quang Phuong highly appreciated the Ministry of Public Security in implementing Decree 168, creating a very good effect and completely different public awareness.

The Vice Chairman of the National Assembly cited examples such as many young people who drink alcohol and do not dare to drive anymore but instead hire taxis or Grab to go, or running red lights is no longer common.

In the summary report of the National Assembly's petition work in December 2024, it stated that voters and people are still worried about some phenomena that often occur during the Lunar New Year such as traffic jams and accidents during holidays and Tet.

The Petition Committee recommends that the Ministry of Public Security have specific solutions and plans to strictly control and limit the risk of traffic accidents on all routes to ensure traffic safety, especially when passenger and cargo transportation activities will increase in time to serve the Lunar New Year.
