On the afternoon of April 6, at the regular Government press conference in March 2025, the press asked about the pilot implementation of a digital exchange, how is the preparation for the pilot transaction carried out so far? How are specific products and services licensed for pilot trading on this exchange?
Responding to this issue, Deputy Minister of Finance Do Thanh Trung said that the Ministry of Finance is assigned the responsibility to complete the legal framework to handle cryptocurrency assets, cryptocurrency, etc.
The Ministry of Finance coordinates with relevant ministries to study the current situation and international experience in management. Accordingly, the Ministry of Finance also recommended that the Government recognize the existence and potential of digital assets. This is a very important point of view.
In March 2025, the Government directed the Ministry of Finance to build a legal framework for the management of cryptocurrency assets.
The Ministry of Finance has coordinated with ministries and branches to implement this with the viewpoint and principle of implementing cautiously, with a roadmap, in accordance with reality, ensuring safety, transparency and efficiency; protecting the legitimate rights and interests of individuals and organizations participating in the cryptocurrency market.
This implementation will be piloted in the market for trading and issuing cryptocurrency assets, promising to open a new capital mobilization channel for businesses in addition to traditional financial assets.
The pilot implementation of the market requires compliance with the provisions of Vietnamese law and the laws of countries where foreign investors participating in the cryptocurrency asset market are citizens.
Based on the direction of the Government, the Ministry of Finance has issued documents such as the draft resolution of the Government to send for comments to ministries and branches in two recent documents (March 27 and 29).
"We will complete the assessment of the Ministry of Justice. Currently, we are synthesizing, accepting and explaining opinions to complete the resolution before reporting to the Government," said Deputy Minister of Finance Do Thanh Trung.
