On the afternoon of April 6 in Hanoi, the Government Office held a regular Government press conference in March 2025.
At the meeting, the press raised questions about the current appearance of advertisements by singers, actors, and models on products such as weight loss and skin care products on social networks. Recently, the case of advertising for Kera vegetable candy of Quang Linh Vlogs and Hang Du Muc group has just been prosecuted and temporarily detained for defrauding customers and producing fake food.
"I suggest that the Ministry of Culture, Sports and Tourism tell us what mechanisms to more closely control people with influence in society who make advertising content" - the press asked.
Responding to this issue, Mr. Le Hai Binh - Permanent Deputy Minister of Culture, Sports and Tourism - said that celebrities participating in advertising is a common phenomenon, often seen in practice.
Currently, with the development of social networks, influential people such as famous singers and artists have done advertising and marketing on social networks, which has become a popular trend.
To regulate this advertising activity, our country has a Law on Advertising. With the increasing appearance of advertising on social networks, the Ministry of Culture, Sports and Tourism and the Ministry of Information and Communications (now the Ministry of Science and Technology) have taken many measures to inspect and supervise the handling.
For example, since the beginning of 2021, the Minister of Information and Communications has issued a set of rules on behavior on social networks. In December 2021, the Minister of Culture, Sports and Tourism also issued a code of conduct for people working in the art field.
"We also see that in practice, there are more and more new things, so we are also amending and adding to the Advertising Law. During the implementation of the amendment, we also received many enthusiastic contributions, very accurate and close to reality.
In which we plan to add some very specific things related to celebrities and artists participating in advertising. First of all, everyone involved in online advertising must be responsible before the law in general and the Advertising Law in particular," informed Permanent Deputy Minister Le Hai Binh.
According to the leader of the Ministry of Culture, Sports and Tourism, celebrities and artists participating in advertising must take responsibility and transparently and specifically verify the products they advertise.
In parallel with the law amendment, the Ministry of Culture, Sports and Tourism also drafted a decree with provisions to regulate the activities of celebrities and artists. Including increasing sanctions on penalties or banning advertising; taking measures to limit artistic activities and limit appearances in the media and social networks.
Mr. Le Hai Binh suggested that it is necessary to raise people's awareness to be able to evaluate the real/fake advertising content as well as raise the awareness of celebrities and artists so that they understand that participating in advertising means having the ability to exchange prestige and public love that is very difficult to achieve.
Previously, on April 3, Pham Quang Linh (Quang Linh Vlogs) and Nguyen Thi Thai Hang (Hang Du Muc) and 3 subjects were prosecuted, temporarily detained and searched by the Ministry of Public Security's Investigation Police Agency for their residence and workplace to clarify the act of producing counterfeit food and deceiving customers related to Chi Em rot Group Joint Stock Company.
Chi Em rot Group has sold a total of 135,325 boxes of Kera vegetable candy to the market, seriously affecting consumer rights.
