Since the beginning of the term, the Government and the Prime Minister have issued programs, projects, and plans with tasks, solutions, and implementation targets until 2025 to strongly reform administrative procedure regulations and improve the efficiency of handling administrative procedures and providing public services to serve people and businesses.
The Government and the Prime Minister have directed strongly and closely, especially the control of administrative procedure regulations right from the stage of policy making and drafting legal documents, strictly assessing the impact of procedural regulations before issuing documents, and reviewing and amending issued documents to implement simplification measures.

Regarding reform of administrative procedure implementation and settlement and public service provision, ministries and localities have made efforts to implement this work and achieved some outstanding results: Receiving and settling administrative procedure records on the Administrative Procedure Settlement Information System and synchronizing with the National Public Service Portal has been carried out quite well.
Specialized databases and administrative procedure information systems at the ministry and provincial levels have been connected to the National Public Service Portal and many other information systems and databases. The rate of digitizing records and the results of handling administrative procedures have been focused on and achieved high results in a number of ministries and localities. The quality of public service provision and the rate of online records continue to improve. The satisfaction rate is high in responding to feedback and recommendations...
Politburo member, Party Central Committee Secretary, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that administrative procedure reform has always received special attention from the Party and State. The Government clearly identified this as one of the key tasks and fundamental solutions to create momentum for economic recovery and growth, and improve the investment and business environment.
The elements that make up the administrative system include: Administrative institutions (legal system), administrative apparatus, administrative civil servants, administrative procedures, infrastructure to implement the administrative system (currently digital infrastructure and information technology infrastructure), and people's participation in the process of implementing and reforming administrative procedures.
Emphasizing that "A good administration must have the above elements being good, operating smoothly and effectively", the First Deputy Prime Minister stated that administrative procedure reform must focus mainly on two major stages, which are reforming administrative procedure regulations through policy development, promulgation of legal documents and reforming policy implementation, handling administrative procedures, and providing public services to serve people and businesses. The goal is to create an open administration for the people; serving people and businesses effectively and efficiently.
Welcoming and appreciating the ministries and localities that have recently taken the initiative in reforming administrative procedures and initially achieved positive results; many ministries and localities have had creative ways and initiatives in implementing administrative procedure reform, however, the Deputy Prime Minister also emphasized that there are still many shortcomings and limitations. Therefore, ministries, localities and competent agencies need to pay special attention to overcoming the shortcomings, limitations and existing obstacles.
At the same time, it is necessary to more closely follow the program and plan on administrative procedure reform to implement assigned tasks, contributing to creating momentum for economic recovery and growth, improving the investment and business environment, enhancing the trust of people and businesses in State agencies...
Ministries and localities also need to increase exchanges and learn from each other's experiences during the implementation process to bring about practical results. Because in reality, in similar conditions and circumstances, there are still localities that do better.
Emphasizing the requirement to build a streamlined apparatus that operates effectively and efficiently, Deputy Prime Minister Nguyen Hoa Binh stated that ministries and localities need to pay special attention to building and perfecting the staff, ensuring the building of a streamlined apparatus; strengthening training and improving the capacity of implementing officials, selecting people who are truly dedicated, capable, knowledgeable, and have a high sense of responsibility in performing their tasks.
