Leave no one behind
As a 3/4-class disabled veteran, along with his old age and weak health, Mr. La Van Binh's (residing at 23H4, Nguyen Cong Tru collective, Hai Ba Trung, Hanoi) daily travel is not convenient.
At the request of the authorities, he must complete the procedure to confirm the signature in the application for correction of information on the meritorious person's profile.
“Understanding my difficulties, the Justice officers of Pho Hue Ward came to my house to enthusiastically support and help me complete the documents. I am very grateful,” Mr. La Van Binh shared.
Recently, after a period of preparation and pilot implementation, Hai Ba Trung district has officially deployed a meaningful model at the "one-stop" department of the district People's Committee and all 18 wards in the area.
This model is "Serving people with revolutionary contributions, the disadvantaged, and cases of force majeure to receive and resolve administrative procedures at home" with the motto of taking people's satisfaction as a measure of work efficiency and the spirit of mutual love and affection, leaving no one behind.
This is evidence that, in recent years, agencies and units in Hanoi have focused on building and improving people's satisfaction with the government and the State.
The goal of focusing on serving people and businesses, taking people's satisfaction as a measure of work efficiency has long been no longer just a slogan.
In many units, the requirement to build elegant and civilized cultural models, especially behavioral cultural models at "one-stop" departments, friendly communication culture of the people... has been effectively implemented, according to the goals and requirements of public service culture.
Direct dialogue with individuals and organizations about administrative procedures and handling administrative procedures is a solution effectively implemented by the Hanoi Department of Labor, War Invalids and Social Affairs (DOLISA), creating favorable conditions for individuals and units to develop the economy and society in the capital.
Currently, there are 112 administrative procedures under the authority of the Department of Labor, Invalids and Social Affairs, in the following areas: Employment - occupational safety; labor - salary - social insurance; vocational training; meritorious people; social protection; child care and protection; and prevention of social evils.
In recent times, the Department of Labor, Invalids and Social Affairs has implemented many synchronous solutions to improve the effectiveness of administrative reform, apply information technology in handling administrative procedures, contributing to improving quality and efficiency.
To date, there are 13 procedures providing online public services. Of these, 6 procedures provide full online public services; 7 procedures provide partial online public services.
"We regularly organize conferences of multi-dimensional dialogue between management agencies and individuals and business representatives to exchange, listen to opinions and propose initiatives to reform administrative procedures," said Nguyen Tay Nam, Deputy Director of the Hanoi Department of Labor, Invalids and Social Affairs.
In the coming time, the Department of Labor, Invalids and Social Affairs will continue to strengthen multi-dimensional dialogue, continue to grasp difficulties in the implementation process, proactively work with ministries and branches, and seek opinions from competent authorities to promptly remove obstacles.
The Department focuses resources, accelerates the digitization of records, strictly implements digital signatures, sends and receives documents and processes work records in the electronic environment, and continues to guide districts, towns and cities to organize implementation in accordance with the process of interconnected administrative procedure groups.
Continuous, never-ending process
Administrative reform has always been identified by Hanoi as one of the key and consistent tasks in leadership, direction, unified and synchronous implementation, closely following the city's programs and plans on administrative reform.
Chairman of Cau Giay District People's Committee Bui Tuan Anh said that the district has promoted digital transformation in handling administrative procedures.
Cau Giay District also seriously conducts dialogue with people, organizations, and businesses to gradually improve service quality and strictly comply with administrative discipline in performing public duties.
Meanwhile, Chairman of Me Linh District People's Committee Hoang Anh Tuan said that the district has applied information technology in leadership, direction and operation such as: Document management software, software for evaluating and classifying quality and managing cadres and civil servants; software for receiving and responding to feedback from organizations and individuals... thereby shortening the process of processing and resolving work.
With the determination of the government from the city to the grassroots, the tightening of discipline, discipline, and public ethics in agencies and units has had clear changes.
All levels have proactively handled work under their authority, and increased responsibility in coordination. Compliance with discipline and administrative order has truly become a "measure" to evaluate the direction and administration of state agencies in the capital, serving the people, organizations and businesses well.
Director of the Hanoi Department of Science and Technology Nguyen Hong Son affirmed that administrative reform is a continuous and unceasing process. Therefore, the Department will continue to review and evaluate administrative procedures in a simple manner, creating convenience for organizations and citizens and in accordance with legal regulations.
"The destination is the satisfaction of people, organizations and businesses with administrative services," Mr. Nguyen Hong Son shared.
To ensure discipline and order in administrative procedure reform, the Hanoi People's Committee has requested that based on the list of files that are slow to receive/slow to process, it be necessary to urgently review, determine the cause, and completely handle files that are overdue for receipt and processing.
Apologize and rectify, strictly handle agencies and units with corrupt and negative behaviors (if any) that create additional administrative procedures, records, documents, requirements and conditions that are not in accordance with regulations or cause repeated delays in receiving and handling administrative procedures.
Upholding the spirit of responsibility, directing regularly and resolutely, there must be immediate corrective solutions to improve the rate of records processed online in the fourth quarter of 2024.
If any agency or unit fails to ensure the prescribed ratio, directly affecting the results of the assessment and ranking of the city's Administrative Reform Index, it shall be responsible to the City People's Committee and the Chairman of the City People's Committee for the performance of its unit.
