This is one of the notable contents in the 2025 Administrative Procedure Control Plan of the Ministry of Home Affairs that Minister Pham Thi Thanh Tra has just signed and issued.
According to this decision, the Ministry of Home Affairs sets the goal of effectively implementing documents, programs, plans, resolutions, and decisions issued by the Government and the Prime Minister on administrative procedure control, administrative procedure reform, implementation of one-stop and one-stop mechanisms in handling administrative procedures and implementing administrative procedures in the electronic environment.
The Ministry of Home Affairs strengthens strict control over the issuance of regulations on administrative procedures in projects and draft legal documents; continues to review, reduce, and simplify administrative procedures in a practical and effective manner.
Continue to maintain the minimum rate of 80% of administrative procedure settlement records of the Ministry of Home Affairs (except for confidential records and documents) circulated electronically internally between competent settlement agencies or relevant agencies.
In addition, the Ministry of Home Affairs strives to achieve a minimum rate of 80% of administrative procedures requiring financial obligations to be implemented for online payment; at least 80% of administrative procedures under the jurisdiction of the Ministry of Home Affairs are eligible, provided online in their entirety and integrated and provided on the national public service portal.
The rate of online settlement of the entire process over the total number of records must reach at least 50%. Strive to achieve a digitization rate of 100% of the results of settlement of administrative procedures that are still valid and have value for use under the jurisdiction of the Ministry of Home Affairs.
The plan also aims to rectify administrative discipline and order and improve the quality and efficiency of handling administrative procedures for individuals, organizations and businesses.
The spirit and responsibility of the heads of units under the Ministry of Home Affairs are promoted in implementing administrative procedure tasks; linking administrative procedure control and administrative procedure reform with emulation and reward work, promptly handling individuals and groups with negative and harassing behaviors.
According to the plan, in 2025, units under and directly under the Ministry of Home Affairs will focus on implementing 15 specific tasks on administrative procedures, determined to complete the goals and targets assigned by the Government and Prime Minister.
