Speaking at the opening of the session, Mr. Nguyen Ngoc Tuan, Chairman of the Hanoi People's Council, said that this is the 6th session and the 5th thematic session of the City People's Council held in 2025.
That shows the spirit of companionship, proactiveness, responsibility and efficiency of the City People's Council, together with the City People's Committee, the City Vietnam Fatherland Front Committee and agencies in implementing and implementing the City's political tasks.
According to the session agenda approved by the City People's Council, the session will take place over 1 day, with 4 important groups of issues, including:
Firstly, the City People's Council reviews the contents to meet the requirements and tasks, promptly remove obstacles and difficulties, and meet the requirements of the 2-level local government model of the City. After nearly 3 months of implementing and operating the 2-level local government model from July 1, 2025; based on the survey and assessment of the implementation, many recommendations, problems and difficulties of communes and wards have been focused on by the City, considered and resolved promptly; however, there are still some contents that need to continue to be updated, adjusted, supplemented and perfected to ensure consistency and unity in the implementation process.
At this session, the City People's Council will continue to consider the resolution on 4 contents including: Decentralization of revenue sources and expenditure tasks between budget levels; Amending and supplementing a number of contents on budget allocation norms when implementing the 2-level local government model; Resolution regulating a number of regimes and expenditure levels for the activities of the City People's Council and communes and wards; Regulating the authorization of the Chairman of the People's Committee to handle administrative procedures for civil servants of communes and wards in the City.
These are important and urgent contents to promptly remove obstacles and difficulties, meet practical requirements of local authorities at both levels, ensure smooth, effective and efficient operations, and best serve people and businesses.

Second, the group of resolutions to implement the Capital Law: Since the Capital Law 2024 was passed, the City People's Council has considered issuing 30 resolutions to specify the contents of the Law. At this session, the City People's Council continued to review 8 important resolutions, especially resolutions related to mechanisms and policies to promote the development of science, technology, innovation and creativity in the City. These are also new mechanisms and policies to promptly and effectively implement Resolution No. 57 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation.
During the preparation process, the Standing Committee of the City People's Council has directed the Committees of the City People's Council to closely coordinate with relevant agencies to prepare content and implement inspection steps to ensure consistency, strictness, quality, efficiency and compliance with regulations.
The Vietnam Fatherland Front Committee of the City has also organized social criticism on a number of important contents with far-reaching impacts, as a basis for the City People's Council to discuss and resolve to ensure that policies are issued with quality, practicality and effectiveness.
Third, the City People's Council should consider adjusting the public investment plan for 2025, updating and adjusting the medium-term public investment plan for 2021-2025; adjusting the investment policy for the compensation, resettlement support, and site clearance project of the road connecting Gia Binh airport to Hanoi; the policy of reporting to the Prime Minister to assign Hanoi city to implement the project connecting Ring Road 4 with Ring Road 5.
This is an important content, to promptly speed up the disbursement of public investment capital; projects to strengthen regional linkages, create motivation and development space for the capital, are being paid attention to by the Central Government and the City, focusing on leadership and direction in implementation.
Fourth, other resolutions on mechanisms and policies in the fields of: transportation, justice; some spending levels support forces performing the task of protecting security and order at the grassroots level.
