The road project connecting Gia Binh airport with Hanoi before an important decision

At the thematic session, the Hanoi People's Council will consider approving the adjustment of the investment policy for the project to build a road connecting Gia Binh airport to Hanoi capital.

According to Notice No. 41/TB-HDND of the Hanoi People's Council, the thematic session (26) of the City People's Council took place on September 29.

At this session, the City People's Council will consider 24 contents under its authority, including the Resolution of the City People's Council approving and approving the adjustment of the project investment policy: Investment project to build a road connecting Gia Binh airport to Hanoi capital.

According to the Hanoi People's Committee, the construction site of the route connecting Gia Binh airport to Hanoi capital is in Tu Son ward, Phu Khe ward (Bac Ninh province); Thuan An, Phu Dong, Thu Lam, Dong Anh communes (Hanoi city).

Expected scale (Offically determined when the project is submitted for appraisal and approval according to regulations):

The newly renovated section: Starting point connects with the route in Bac Ninh province at the location adjacent to the administrative boundary of Bac Ninh province; ending point at the intersection with Hanoi - Ha Long expressway and Hanoi - Thai Nguyen expressway/Ring Road 3 with a total length of about L=7.0km, B=120m.

The section connecting to Hanoi - Thai Nguyen/Ring Road 3: Starting point continues to section 1; end point at the intersection with Tu Lien bridge connecting route at the intersection area: Tu Lien bridge approach road, Ring Road 3 and Hanoi - Thai Nguyen expressway; length of about L=6.55km (including the section in Bac Ninh province, length L=1.625km), expansion investment ensures B=120m.

Connecting branch from Hanoi - Thai Nguyen/Ring Road 3 to Tu Lien Bridge access road: Build 2 connecting branches to serve the left turn directly from Gia Binh to Tu Lien Bridge (overpass over Hanoi - Thai Nguyen/Ring Road 3) and the right turn from Tu Lien Bridge to Gia Binh; the scale of each branch is expected to be 3 lanes with a width of B=14m; the length of the connecting branch is about L=2.5km.

Preliminary land use needs (Offically determined when the project is submitted for appraisal and approval according to regulations): About 289.87ha covering the area in Bac Ninh province.

Expected construction time of works and infrastructure systems: 2025 - 2026.

Expected type of PPP project contract: Construction - Transfer contract (BT contract) paid by land fund. The total preliminary investment is about 32,970 billion VND.

Preliminary payment method (Place, area, planning information, expected value of payment land fund, payment method will be officially determined when the project is submitted for appraisal and approval according to regulations): Including 3 research land plots with an area of about 723.3 hectares, preliminary as follows:

- Land plot No. 1 in Phu Dong commune, Hanoi city with an area of about 266 hectares under the N9 Urban Zoning Plan.

- Land plot No. 2 in Thuan An commune, Hanoi city has an area of about 134 hectares under the Urban Zoning Plan for the Eastern expansion area.

- Land plot No. 3 in Phu Dong commune, Hanoi city has an area of about 323.3 hectares under the Urban Zoning Plan for the Eastern expansion area.

The Hanoi People's Committee said that the project aims to create the shortest, most modern and most beautiful connecting axis, opening up new development space to promote socio-economic development, effectively exploiting modern and smart logistics areas, combining e-commerce, meeting development requirements.

Combined with Gia Binh airport, it contributes to reducing the load on Noi Bai airport, enhancing the connection of Hanoi capital, the national political - administrative center, the center of culture, education, science, technology, international trade economy of the country and ensuring the operation of private flights to serve the leaders of the Party, State and international foreign affairs.
