On July 4, the Standing Committee of the Hanoi People's Council held an information conference on the regular mid-year meeting of 2025 (the 25th session).
Accordingly, the 16th Hanoi People's Council, term 2021-2026, will hold its 25th session (regular session in the middle of 2025) from July 8 to July 11 to review the implementation of socio-economic tasks, security, national defense, budget revenue and expenditure for the first 6 months of the year, key tasks for the last 6 months of the year of Hanoi City; discuss and decide on a number of contents under the authority of the City People's Council.
At this session, the City People's Council will consider and approve 49 contents including: 16 reports; 33 resolutions.
The People's Council will consider many contents of the issued resolutions, which are legal documents and specific contents, including many contents to concretize the Capital Law 2024.
These include: a resolution on commercial and cultural development areas (implementing Clause 8, Article 21 of the Capital Law); a resolution regulating the organization and operation of cultural industrial centers (implementing Clause 7, Article 21 of the Capital Law); a resolution regulating the order and procedures for developing, selecting and applying technical economic norms for the construction sector of Hanoi city (implementing Clause 5, Article 37 of the Capital Law); Detailed regulations on Clause 1, Clause 2, Clause 7, Article 42 and Point D, Clause 5, Article 43 of the Capital Law on attracting strategic investors; Regulating measures to reduce plastic emissions (implementing Point d, Clause 2, Article 28 of the Capital Law); a resolution regulating policies to support social insurance and health insurance for social policy beneficiaries of Hanoi city (implementing Point a and Point b, Clause 3, Article 27 of the Capital Law)...
Notably, at this session, the City People's Council will consider and decide on the Regulations on the mechanism for supporting meals for boarding students in Hanoi; Resolution approving the list of land plots expected to implement pilot projects according to Resolution No. 171/2024/QH15 dated November 30, 2024 of the National Assembly and Decree No. 75/2025/ND-CP dated April 1, 2025 of the Government (phase 2); Resolution approving the Project to establish the Hanoi Technology Exchange (adjusting Project 1442); a number of specific support policies for small and medium enterprises in Hanoi proposed in the "Project to support small and medium enterprises in Hanoi for the period 2026-2030"...
The session is expected to spend 1/2 day conducting a question-and-answer session on the implementation of socio-economic tasks and the pressing issues that the City People's Council delegates and voters in the Capital are concerned about.
