After reviewing, the Lac Thuy District Party Committee's Inspection Commission found:
Mr. Nguyen Van Ngoc, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Dong Tam Commune and Mr. Bui Tien Dung, accounting officer of the People's Committee of Dong Tam Commune (Party member of the Commune Health Station Party Cell under the Dong Tam Commune Party Committee) in performing their assigned duties and tasks lacked self-cultivation, training, and had degraded morality and lifestyle.
Accomplices in the crime of abusing their positions and powers while performing official duties, causing damage to the state budget of more than 95 million VND. These two people were prosecuted and temporarily detained by the Investigation Police Agency of Lac Thuy District Police.
The Standing Committee of the Dong Tam Commune Party Committee for the 2020-2025 term and Mr. Phan Tien Dat, member of the District Party Committee, Party Secretary and Chairman of the Dong Tam Commune People's Council, have loosened their leadership and direction in the fight against degradation in political ideology and lifestyle ethics. Lack of inspection and supervision led to party members violating the law, being prosecuted and temporarily detained by the Investigation Police Agency of Lac Thuy District Police.
Regarding Mr. Luu Danh Thanh, Party Cell Secretary, Principal of Co Nghia Primary and Secondary School, he exercised his authority to discipline the civil servant who issued a decision in the form of forced dismissal that was not in accordance with regulations; the disciplinary decision must be revoked and annulled, affecting the legal and legitimate rights of the civil servant, causing prolonged petitions and affecting the security and order situation.
During the performance of his duties, Mr. Thanh did not seriously comply with the Decision on handling complaints of the Chairman of the District People's Committee.
As the head and account holder, they violated the regulations on the responsibilities of accounting units; Co Nghia Primary and Secondary School and the individual accountant were administratively sanctioned for violations in the field of accounting for the act of: Not fully providing the inspection team with accounting documents related to the inspection content.
Based on Party regulations, the Lac Thuy District Party Committee's Inspection Commission decided to expel Mr. Bui Tien Dung from the Party and discipline Mr. Luu Danh Thanh with a reprimand.
Propose that the Standing Committee of the District Party Committee expel Mr. Nguyen Van Ngoc from the Party; discipline the Standing Committee of the Dong Tam Commune Party Committee and Mr. Phan Tien Dat.
