Prime Minister Pham Minh Chinh signed Decision No. 515/QD-TTg dated March 30, 2026 approving the Project "Improving the operational capacity of the national network security protection force" (Project).
The goal by 2030 is for Vietnam to be in the top 15 leading countries in the world according to the Global Cyber Security Index (ITU-GCI); forming and developing regional training centers on cybercrime prevention and cybersecurity in Vietnam to enhance its position and leadership capacity in the region.
Striving to 2030, Vietnam will have at least 10,000 in-depth cybersecurity experts, of which 20% will reach international level.
100% of specialized forces protecting network security are deployed at the Ministry of Public Security, the Ministry of National Defense; network security protection forces are deployed at ministries, branches, provincial-level People's Committees, agencies, organizations directly managing important information systems on national security, officials directly managing and operating information systems at level 3, level 4, level 5, in agencies, organizations, and state-owned enterprises with certifications meeting the requirements of in-depth knowledge and skills on network security issued by competent authorities; network security knowledge is updated at least once a year.
Develop a network security product and service ecosystem where Vietnam masters technology. The State selects at least 2 organizations and businesses to master technology for each type of key and foundational network security product and service to focus resources on promoting.
70% of departments, ministries, branches, localities and important national information systems use "Make in Vietnam" strategic technology products; 100% of cybersecurity products and services must be inspected and evaluated before being put into use, applied first of all to important national information infrastructure, information systems of agencies in the political system that directly affect national security, social order and people's lives.
By 2045, Vietnam will be among the leading countries in the Asia-Pacific region in cybersecurity, with strong capabilities in defense, attacking and suppressing cybercrime and hostile forces, firmly protecting digital sovereignty, and protecting all activities of the State, businesses and people in cyberspace.
The cybersecurity industry has become a key economic and technical sector, with 3 Vietnamese cybersecurity enterprises in the top 50 leading global enterprises in providing cybersecurity solutions, exporting products, services, and technologies to the world market.
Regarding the organization of cybersecurity forces, consolidate and strengthen the National Cyber Security Steering Committee and sub-committees at ministries, branches, and localities; consolidate and strengthen specialized agencies on cybersecurity at the Ministry of Public Security, Ministry of National Defense, guide ministries, branches, provincial-level People's Committees, agencies, and organizations directly managing important information systems on national security to organize cybersecurity protection forces.
Build a network linking domestic and foreign cybersecurity experts to participate in supporting network security assurance work. Expand the Alliance to respond to and overcome national cybersecurity incidents; form a team of cybersecurity experts with in-depth expertise in key technologies (AI, anti-quantum cryptography, blockchain...) reaching world-class standards.
