Prioritizing the development of "Make in Vietnam" products
This content is stated in Directive No. 57-CT/TW of the Secretariat on strengthening network security, information security, and data security in the political system (Directive 57).
One of the groups of tasks and solutions mentioned in Directive 57 is to build a people's security posture associated with the all-people national defense posture in cyberspace; develop potential, technology and human resources.
Accordingly, Directive 57 clearly states the tasks and solutions to build a people's security posture associated with a solid all-people national defense posture in cyberspace. Promoting the core role of the people's armed forces; mobilizing the combined strength of technology and telecommunications enterprises and people from all walks of life. Telecommunications and Internet service providers must clearly define their responsibility as the "front line" in protecting network security.
Focus resources on building a self-reliant and strong network security industry; prioritize the development of "Make in Vietnam" products.
In which, focus on mastering and producing core products, platforms including: firewall solutions, anti-malware, end-to-end device protection, cloud computing platforms and private operating systems.
Build mechanisms and policies to support and attract technology businesses and creative startup communities to participate in developing the network security ecosystem. Strengthen the work of evaluation, inspection, and certification of conformity and regulation; create favorable conditions for businesses to commercialize products and services, towards export and international competition.
Promote training and development of high-quality cybersecurity human resources. Strengthen links between the State - School - Enterprise in real-world training and training. Build a network of cybersecurity experts at home and abroad, ready to mobilize social resources to participate in responding to incidents and dangerous situations related to cybersecurity.
Continue to improve mechanisms and policies to attract and treat good experts and talents to participate in serving national network security work.
Research and propose the establishment of a regional training center on network crime prevention and cybersecurity
Regarding international cooperation in the field of network security, Directive 57 clearly states the task of strengthening and deepening bilateral and multilateral cooperation in the field of network security, focusing on sharing intelligence information, early warning; international coordination in preventing, combating and responding to network attack incidents; investigating and prosecuting transnational cybercrimes; ensuring national independence, self-reliance, and sovereignty in the process of cooperation, learning from experience, technology and international standards on network security.
Effectively and substantively implement the United Nations Convention against Cybercrime 2025 (Hanoi Convention). Proactively participate in building legal frameworks and common international standards; soon study and promulgate Vietnam's National Declaration on the application of international law in cyberspace to affirm national sovereignty and responsibility.
Strengthen coordination and information sharing with functional forces of countries; send officials to training and in-depth training abroad and actively participate in international cybersecurity exercises.
Research and propose the establishment of a regional training center on network crime prevention and cybersecurity in Vietnam to enhance its position and leadership capacity in the region.
