Commune and ward leaders in Ho Chi Minh City will no longer be local people

Ho Chi Minh City will implement the policy of arranging Secretaries and Chairmen of People's Committees at the commune level who are not local people.

This is one of the contents in the plan to prepare for and organize grassroots Party Congresses and direct superior Party Congresses at the grassroots level for the 2025 - 2030 term just issued by the Ho Chi Minh City Party Committee.

According to the plan, the Party Committees and Party cells that have not yet held congresses must complete before May 31, 2025.

Party congresses or grassroots congresses are required to be completed before June 30. The Congress of the Party Committee of the commune, ward and the level directly above the grassroots level must be completed before August 31, 2025.

The Ho Chi Minh City Party Committee selected Saigon Ward (District 1), Thu Duc Ward (Thu Duc City) and Cu Chi Commune (Cu Chi District) to organize a point-to-point congress in the beginning of the third quarter of 2025.

The Executive Committee of the Party Committee of the commune and ward under the City Party Committee will have from 27 to 33 people; the Standing Committee will have from 9 to 11 people.

Commune-level leadership personnel are arranged in a streamlined and efficient manner. The Party Secretary will concurrently hold the position of Chairman of the People's Council.

Key positions such as Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Chairman of the Vietnam Fatherland Front Committee will be arranged so that each person does not hold more than two positions. Special cases will be considered and decided by competent authorities.

A new highlight is the implementation of the policy of arranging the Secretary and Chairman of the People's Committee at the commune level who are not local people, associated with the planning and effective use of the on-site staff.

Ho Chi Minh City will adjust 272 out of the total 273 existing commune-level administrative units, only keeping the island commune of Thanh An (Can Gio district) intact. After the reorganization, the whole Ho Chi Minh City will have 102 commune-level administrative units, including 78 wards and 24 communes.

For the Party Committees of Ho Chi Minh City Party agencies and the Party Committee of Ho Chi Minh City People's Committee, the Executive Committee shall have no more than 41 members, and the Standing Committee shall have no more than 11 members.

After consolidating the personnel of the city's leadership for the 2025 - 2030 term, the Standing Committee of the City Party Committee will appoint the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary of the new term of the above -mentioned Party Committees.

For other grassroots Party Committees, the number of Executive Committee members ranges from 21 to 27 people; the Standing Committee from 7 to 9 people; the Deputy Secretary from 1 to 2 people.

At the grassroots level, Party Committees or Party cells under the Party Committee of Party agencies and the Party Committee of the Ho Chi Minh City People's Committee will have no more than 15 Executive Committees and no more than 5 Standing Committees.
