Vice Chairman of Ho Chi Minh City People's Committee Vo Van Hoan has just signed a project to reorganize provincial-level administrative units. Ho Chi Minh City will be merged with Binh Duong and Ba Ria - Vung Tau provinces.
The new Ho Chi Minh City after the merger will include 113 wards, 54 communes and Con Dao special zone.
According to the project, after the merger, the People's Councils and People's Council delegates of the 3 localities will merge into the new Ho Chi Minh City People's Council, still maintaining the current structure of 4 committees.
Key positions such as Chairman, Vice Chairman of the People's Council, People's Committee, heads of People's Council committees and heads and deputy heads of the National Assembly Delegation will not hold elections, but will be arranged according to the designated plan. The appointment and assignment of personnel to these positions will be carried out by the Standing Committee of the new Ho Chi Minh City People's Council.
In special cases, the project allows the appointment of people who are not People's Council delegates to hold leadership positions of the Provincial People's Council.
The organization of the apparatus of the agencies under the new Ho Chi Minh City People's Council and People's Committee will be implemented in the spirit of Resolution 76 of the National Assembly Standing Committee.
The People's Committee of Ho Chi Minh City and the new commune authorities also apply the same form. Titles such as the Chairman, Vice Chairman of the People's Committee and the People's Committee members will not go through elections, but appointed and appointed by the Standing Committee of the City People's Council and the commune level.
The current commune-level People's Council delegates of Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau will merge into the new commune-level People's Council, and continue to operate until the end of the 2021 - 2026 term. Each new commune-level People's Council will maintain 2 committees including the Legal Committee and the Economic - Social Committee.
The deadline for completing the arrangement and officially putting the new apparatus into operation is no later than September 15, 2025 for the city level and August 15, 2025 for the commune level.
Reorganizing specialized agencies, reducing to 15 departments
Regarding provincial-level administrative organization, the new Ho Chi Minh City will rearrange departments, branches and sectors in the direction of maintaining the status quo, while streamlining units.
The whole city will have 15 departments, along with the Department of Food Safety, to continue operating under the pilot mechanism of Resolution 98.
In addition, the project also includes reorganizing the provincial inspection system, radio and television stations, and press agencies of the Provincial Party Committee on the basis of merger, ensuring consistency and efficiency.

Party organization and the political system
Ho Chi Minh City will have 6 party organizations at the basis, including: Party Committee of Ho Chi Minh City People's Committee, Party Committee of Ho Chi Minh City Party agencies, Ho Chi Minh City Police Party Committee, Ho Chi Minh City Military Party Committee, Ho Chi Minh City Border Guard Party Committee and Ho Chi Minh City National University Party Committee.
At the same time, 168 commune-level party committees will be maintained and reorganized corresponding to the new administrative boundaries.
After completing the arrangement, Ho Chi Minh City will coordinate with the Central Organizing Committee to advise the Politburo to issue a decision to establish the new Ho Chi Minh City Party Committee.
At the same time, advise on the appointment of personnel for the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee and key positions in the 2025 - 2030 term.
Ho Chi Minh City will also establish specialized agencies to assist the City Party Committee, perfect the staff at affiliated Party Committees such as the City People's Committee Party Committee, Military, Police, Border Guard... and at the same time fully appoint leadership personnel for commune and ward Party Committees at all levels for the new term.
Establishing the new Vietnam Fatherland Front Committee of Ho Chi Minh City
Another notable content is the establishment of the new Vietnam Fatherland Front Committee of Ho Chi Minh City. This will be agreed upon by the Standing Committee of the Central Committee of the Vietnam Fatherland Front in coordination with the Ho Chi Minh City Party Committee for medicine.
At the same time, the project also clearly states the plan to reorganize the Ho Chi Minh City Academy of Officials with the Political Schools of Ba Ria - Vung Tau and Binh Duong provinces.
