On the afternoon of April 15, the Executive Committee of Ho Chi Minh City Party Committee agreed through the plan of arranging administrative units at the commune level.
Currently, Ho Chi Minh City has 22 district administrative units (including 16 districts, 1 city and 5 districts) with 273 communal administrative units (210 wards, 5 towns and 58 communes).
With the new arrangement plan, the number of commune levels decreased to only 102 wards and communes.
According to Ho Chi Minh City Party Committee, this option not only helps to streamline the apparatus, but also ensures that the commune level is not turned into a "miniature district level".
The scale of the after -merging units will be carefully calculated so that it is wide enough to manage effectively and just enough for the government to grasp the situation and serve the best people.
The merger also creates favorable conditions in stabilizing administrative boundaries, minimizing the disturbances related to the current map, land management and construction in the transition period.
The Standing Committee of Ho Chi Minh City Party Committee has also passed the project to develop a plan to consolidate three administrative units at the provincial level, including Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau on the basis of performing two tasks of arranging administrative units at the provincial level, arranging communal administrative units.
Ensuring that after the arrangement of Ho Chi Minh City is a city directly under the Central Government, promoting the potential and advantages of 3 provinces and cities in terms of land, population size, economic growth results, striving to be a new growth of the country and the Southeast region in the near future.
Ho Chi Minh City after consolidating 6,772 km2 wide, the population is more than 13.7 million people. The total state budget revenue in 2024 of 3 provinces and cities is 677,993 billion dong.
The number of officials and civil servants currently has 22,878 people and officers of 132,110 people.
After merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City will have a total of 168 wards, communes and special zones.
Previously, Binh Duong province has built a plan of 91 units to 36; And Ba Ria - Vung Tau province decreased from 77 to 29 wards, communes and 1 special zone.
Speaking at the conclusion of the conference, Ho Chi Minh City Party Committee Secretary Nguyen Van should note that the names of the administrative units at the commune level must ensure the unity, synchronization, in accordance with the traditions, culture and history, especially to choose typical names, deeply ingrained in the subconscious, thoughtful and emotional people of Saigon people - Cho Lon - Gia Dinh - Ho Chi Minh City, which are supported by a large number of people.
The Party Committee of Ho Chi Minh City People's Committee, the Party Committee of the City Party agencies, the Ho Chi Minh City Party Committee's Organizing Committee and the relevant agencies take the initiative in developing the personnel plan of the commune level, selecting, structure and arrangement of appropriate cadres, civil servants and officials with qualifications and capacity to meet modern leadership and management requirements; Completing the organization of arrangement and organization of communal administrative units before June 30.
Closely coordinated with Binh Duong province, Ba Ria - Vung Tau to implement the project of arranging and merging the provincial administrative unit after being approved by the competent authority, ensuring the completion of operation before September 15.
Complete the congress documents and personnel planning plans of the City Party Congress before September 30, 2025.
Actively and urgently prepare all aspects, complete the organization of the City Party Congress before October 31, 2025.
