Regarding the time, before the 1st of every month, agencies and units have a written request to the list, funding for implementation and dossiers for cases of leave to send to the Department of Home Affairs and the Provincial Party Committee's Organization Committee.
Before the 15th of every month, the Department of Home Affairs and the Provincial Party Committee sent to the Department of Finance to verify the funding to settle the policy regime.
Before the 22nd month, the Department of Finance issued a written request for verification of funding for the implementation of the regime and policies to the unit: Department of Home Affairs and the Organizing Committee of the Provincial Party Committee.
Before the 25th of every month, the Department of Home Affairs submitted to the provincial People's Committee for decision to approve the list and funding for the implementation of the policy regime for cadres, civil servants and employees as prescribed.

The evaluation content is reflected in the scale of 100. Of which, part I (maximum 75 points) will evaluate based on the results of the last 3 -year task of individuals according to the criteria of moral qualities, sense of responsibility, discipline, discipline in performing tasks.

For part II (maximum of 25 points) will assess professional qualifications and training; The health of individuals meets the task requirements; The remaining working time of the individual is up to the age of retirement age at the right age as prescribed by law.
