Will train commune captains and deputy captains with university military degrees
On June 14, the National Assembly discussed in the hall the draft law amending 11 laws in the fields of security and defense.
Delegate Pham Van Hoa (Dong Thap Delegation) proposed to bring the regular army force to the commune-level military command to perform the duties of commander and deputy commander.
According to the delegate, currently the district-level military command has about 20 officers, not including military service forces. When there is no longer a district level, will this force be transferred to the province or to other forces?
The delegate stated that the commune police are now completely regular police, and it is expected that each commune and ward will soon arrange 30-60 regular police personnel.

Regarding this proposal, General Phan Van Giang - Politburo member, Minister of National Defense, emphasized that the army still determines "invalids and farmers", "the core army, not the majority army", to carry out the tasks assigned by the Party, State and people.
The Ministry of National Defense has determined to train commune captains, deputy captains, and assistants with military qualifications to military universities, because although they are currently in college, have college, and have military intermediate levels, they are "not yet qualified".
The Politburo has agreed to allow military cadres who do not have a high level of political theory to still join the Commune Party Committee, the Standing Committee of the Commune Party Committee and will soon receive additional training with this team.
The Minister said that the regional Defense Command will send down from 5 to 7 officers to help the commune during a certain period, and after finishing the task, they will withdraw. With 3,321 communes after the merger of/145 defense areas, each regional defense command board has about 40 communes, with 50 communes.
There will be 145 regional defense command committees
Delegate Thach Phuoc Binh (Tra Vinh delegation) cited the proposal in the draft law on the establishment of a regional defense command board under the provincial military command to replace the previous district-level military command board.
The establishment of a regional defense command can be considered an adaptive solution to major changes in the organization of the government, but legally and organizationally, it still needs to continue to be researched and perfected.
According to the delegate, the Regional Defense Command is a completely new structure, not specifically regulated in any law, so if it is not legalized, this unit will hardly have enough legal status to fully exercise its authority to organize training, inspection and encourage forces in the locality.
In addition, the Regional Defense Command must be responsible for managing a large area of 3-5 administrative units at the old district level, leading to difficulties in controlling and coordinating militia and self-defense forces, reserve and mobilization forces, etc.
Minister of National Defense Phan Van Giang explained that the regional defense command is not an administrative unit but a military unit under the Provincial Military Command.
Currently, in the Provincial Military Command of 63 provinces and cities (except Hanoi and Ho Chi Minh City), every province has a reserve regiment of encouragement. The regional defense command board basically has the same functions and tasks as this unit.
The Minister also said that it is expected that in 34 provinces and cities after the reorganization, there will be 145 regional defense command committees.
