On the morning of March 3, Nghe An Provincial People's Committee held a conference to announce the Prime Minister's decisions approving the election results for the position of Vice Chairman of the Provincial People's Committee; announce the resolution of the Provincial People's Council on the establishment of specialized agencies under the Provincial People's Committee; and the decisions of the Chairman of Nghe An Provincial People's Committee on personnel work.
At the ceremony, Mr. Nguyen Viet Hung, Director of Nghe An Department of Home Affairs, announced the Prime Minister's decision on approving the two Vice Chairmen of Nghe An Provincial People's Committee for the 2021-2026 term for Mr. Hoang Phu Hien (50 years old) and Mr. Phung Thanh Vinh (51 years old).
Before being elected Vice Chairman of the Provincial People's Committee, Mr. Hoang Phu Hien held the position of Director of Nghe An Department of Transport; Mr. Phung Thanh Vinh held the position of Director of Nghe An Department of Agriculture and Rural Development.
Currently, Nghe An province has 5 Vice Chairmen of the Provincial People's Committee including: Mr. Bui Thanh An, Mr. Bui Dinh Long, Mr. Nguyen Van De, Mr. Hoang Phu Hien and Mr. Phung Thanh Vinh.
On the same day, Nghe An Provincial People's Committee announced the decisions of the Chairman of the Provincial People's Committee on the appointment of department directors and deputy directors of departments after the merger and establishment of new departments.
The directors of the following merged departments include the Department of Home Affairs: Mr. Nguyen Viet Hung; Department of Finance: Mr. Nguyen Thanh Hai; Department of Agriculture and Environment: Mr. Hoang Quoc Viet; Department of Construction: Mr. Pham Hong Quang; Department of Science and Technology: Mr. Nguyen Quy Linh; Department of Culture, Sports and Tourism: Ms. Tran Thi My Hanh; Department of Ethnic Minorities and Religions: Mr. Vi Van Son.
Nghe An is the province with the largest area in the country, nearly 16,500 km2, population according to the latest statistics of nearly 3.7 million people; has a border of more than 468 km on land and an 82 km coastline.
The whole province has 20 districts, cities and towns; including 11 districts and towns in mountainous and high mountains with more than 510,000 ethnic minorities.
According to the provisions of Decree No. 8 dated January 25, 2016 of the Government on the number of Vice Chairmen of Provincial People's Committees, Nghe An province is regulated to have no more than 4 Vice Chairmen of Provincial People's Committees.
However, based on the practical situation of Nghe An province, in Resolution 137 dated June 26, 2024 on piloting a number of specific mechanisms and policies for the development of Nghe An province, the National Assembly allowed Nghe An Provincial People's Committee to have no more than 5 Vice Chairmen of the Provincial People's Committee.
Accordingly, the province was assigned an additional Vice Chairman of the Provincial People's Committee in charge of mountainous areas to strengthen leadership and direction to develop the economy and society of the western part of Nghe An according to the orientation in Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.
