Key Resolution shaping national development strategy

In just over a year, the Politburo issued many key resolutions with unprecedented density and depth in history, reflecting the strong movement in development thinking. These policies are not only aimed at handling immediate bottlenecks, but also to plan an overall strategy for national development, laying the foundation for the goal of double-digit growth, making Vietnam a developed country.

Unprecedented policy decisions

In an interview with Lao Dong Newspaper on the first day of 2026 about the economic development situation of Vietnam in 2025 and orientations for the next period, Assoc. Prof. Dr. Nguyen Thuong Lang - an economic expert emphasized - 2025 is an unprecedented milestone in Vietnam's historical precedent.

Never before in a short period of time has the Central Government issued such a large number of strategic, synchronous and in-depth policy decisions. This is not simply an increase in the number of policy documents, but a strong shift in development thinking, reflecting a very high political determination in preparing the foundation for a new growth cycle" - Assoc. Prof. Dr. Nguyen Thuong Lang emphasized.

According to Assoc. Prof. Dr. Nguyen Thuong Lang, the simultaneous promulgation of key resolutions on economic development such as removing bottlenecks for the private sector, improving the efficiency of the State's economy, digital transformation, energy transformation, perfecting institutions and growth models, promoting integration shows an overall approach, "redesigning" the economy.

It is noteworthy that these resolutions are not overlapping or contradictory, but complement and closely link with each other, forming a unified whole in terms of goals and methods of action. This is a sign that management thinking has approached strategy, long-term and systematic, avoiding handling each problem individually.

For the first time, the message of transforming the growth model from breadth to depth is clearly, consistently and consistently expressed in many different resolutions. The resolutions all emphasize that growth in the coming period must be based on productivity, science and technology, innovation and governance efficiency, instead of mainly relying on increasing investment capital or exploiting resources. Perpetual growth model innovation thinking

From an economic perspective, Assoc. Prof. Dr. Ngo Tri Long - an economic expert assessed that the key resolutions of the Politburo have created important driving layers for the economy, while laying a solid foundation for the pivotal year 2026.

The first and most important driving force for the double-digit growth target comes from unlocking and elevating the private economic sector. When the private economy is identified as the most important driving force of the economy in Resolution 68, the policy message sent to the market becomes clearer and stronger than ever. Previously, Resolution No. 66-NQ/TW also emphasized the innovation of law-making and law enforcement, removing prolonged "blockages" of the economy, from administrative procedures, investment environment to enforcement discipline.

From a macroeconomic stability perspective, resolutions focus on key areas such as digital transformation and energy transformation to help Vietnam proactively respond to external shocks. In the context of shrinking growth potential based on capital and cheap labor, Resolution No. 57 has identified science, technology, digital transformation and innovation as key drivers for national growth and competitiveness. This is a suitable direction when labor productivity is identified as a decisive factor in medium and long-term competitiveness.

Along with digital transformation, energy transformation emerges as a strategic growth engine in the period 2026 - 2030. Resolution 70 has placed energy transformation at the center of the development strategy, with a consistent view of not trading economic growth for the environment. In the context of increasing energy demand, the development of renewable energy sources, improving energy efficiency and gradually reducing dependence on fossil fuels not only helps ensure national energy security, but also creates new economic sectors, attracting high-quality investment capital.

In parallel with that, the international integration strategy of Resolution No. 59-NQ/TW in the new situation helps Vietnam participate more deeply in the global value chain, better utilize new generation FTAs and the trend of supply chain shifts.

Stepping into 2026 - the pivotal year of the 2026-2030 period, the synergistic impact of the key resolutions of 2025 will be more clearly shown when institutions are more open, business confidence is strengthened, private investment and high-quality FDI increase, and productivity gradually improves. This is the necessary condition for Vietnam to create momentum to implement the socio-economic development goals of the new period and prepare the foundation for breakthrough growth in the medium term" - Assoc. Prof. Dr. Ngo Tri Long emphasized.

Starting a new growth cycle

At the Draft Document of the 14th Party Congress, it emphasized the overarching spirit of the requirement to substantially transform the growth model, from breadth to depth, from relying heavily on capital and resources to mainly relying on productivity, science and technology, and innovation. The key resolutions have laid the foundation for the above goal with clear orientations and solutions.

According to Assoc. Prof. Dr. Nguyen Thuong Lang, the "wave of resolutions" in 2025, at the beginning of 2026, created a strong policy driving force, laying the foundation for the high growth target in 2026 and the period 2026 - 2030. The two-digit growth target is challenging, but it is not without basis if the reform spirit of 2025 is maintained and transformed into concrete actions.

The policies of 2025 can be considered the starting point for a new development cycle of the 2026 - 2030 period when growth is no longer mainly based on scale expansion, but on quality, efficiency and innovation.
