The Prime Minister requested a strict ban on free commercial banks increasing interest rates without direction, unfair competition, and inequality.

Politburo member and Prime Minister Pham Minh Chinh has just signed Directive No. 05/CT-TTg directing key and breakthrough tasks and solutions to promote economic growth, ensuring the target of reaching 8% or more.

One of the notable contents of the directive is to focus on drastic, synchronous, and effective implementation, promoting the effectiveness of new, breakthrough mechanisms, policies, and regulations issued, and immediately unblocking and releasing resources for the economy.

In particular, the State Bank focuses on more effectively implementing tasks and solutions on interest rate management, exchange rates, credit growth, open market management, interbank market, refinancing, money supply, credit issuance, etc.

Regularly monitor and closely monitor the developments of deposit and lending interest rates of commercial banks, more drastically and effectively implement solutions according to authority to reduce lending interest rates, creating conditions for people and businesses to access loans at reasonable costs, cheap capital to recover and develop production and business, and promote economic growth.

Strengthen the effectiveness of inspection, examination, control and close supervision of the activities of credit institutions, especially the public announcement of deposit interest rates, lending interest rates, and credit granting activities of credit institutions.

The Directive requires timely and strict handling according to the provisions of law for violations, especially credit institutions competing for unhealthy interest rates that are not in accordance with regulations (both deposit and lending interest rates).

It is strictly forbidden for commercial banks to freely increase interest rates without direction, unfair competition, and inequality.

Continue to research and implement preferential credit packages to promote economic growth drivers and for young people under 35 to buy houses.

The Ministry of Finance continues to study and propose policies on tax, fee, charge and land rent exemption, reduction and extension... to support people and businesses, promote domestic production and business activities, tourism and consumption in 2025, and report to competent authorities before March 15, 2025.

Ministries, agencies and localities are required to focus on reviewing and cutting administrative procedures to reduce inconvenience, save costs for people and businesses; improve the investment and business environment, create all conditions to quickly resolve investment procedures, encourage investment of all economic sectors.

Strive to reduce at least 30% of the time for handling administrative procedures in 2025; reduce at least 30% of business costs; abolish at least 30% of unnecessary business conditions.

All procedures related to enterprises must be carried out online, smoothly, seamlessly and effectively, ensuring transparency, minimizing paperwork; 100% of administrative procedures are carried out regardless of administrative boundaries within the provincial level.
