Continue to effectively implement Project 06; speed up data sharing, especially data on population, justice, education, banking, tax, insurance, enterprises, land, and vehicles.
Promote green transformation, develop a circular economy, creative economy, sharing economy, emerging industries and fields such as: artificial intelligence, big data, cloud computing, new energy, biotechnology, cultural industry, entertainment industry... promote new business models, prioritize focusing on a number of industries: wholesale, retail, processing, manufacturing, tourism, logistics.
The Ministry of Science and Technology promotes the commercialization of 5G; researches 6G technology; develops telecommunications satellites and upgrades national telecommunications infrastructure. Accelerate investment and development of high-speed fixed broadband infrastructure.
The Ministry of Finance shall preside over and coordinate with relevant ministries, agencies and localities to urgently implement projects on the International Financial Center in Ho Chi Minh City and the Regional Financial Center in Da Nang; complete the draft Resolution of the National Assembly on international and regional financial centers in Vietnam to submit to the National Assembly at the May 2025 session.
Urgently advise and report to the Prime Minister on specific mechanisms and policies to immediately implement the human resource development program for the semiconductor industry to 2030, with a vision to 2050 and ensure resources to implement the Program.
The Ministry of Science and Technology and the Ministry of Agriculture and Environment urgently review and advise the Prime Minister on the issuance of new regulations and effectively organize the implementation of issued strategies on research, application, exploitation of marine space, underground space, and outer space.
The Ministry of Foreign Affairs, ministries and agencies continue to strengthen economic diplomacy, technology diplomacy, especially in the fields of semiconductors, digital transformation, innovation, startups... to attract investment, promote trade, develop science and technology and emerging industries.
The Ministry of Home Affairs continues to research and propose policies to attract talent to work in agencies and units and special policies for cadres and civil servants with excellent achievements in work; at the same time, there is a mechanism to remove those who do not have the capacity and qualities; further specify the policy of encouraging and protecting cadres who dare to think and dare to do.
The Ministry of Education and Training synchronously and effectively implements solutions and policies to encourage and promote high-quality human resource training for priority and emerging sectors and fields.

The Ministry of Education and Training shall preside with the Ministry of Finance, ministries, agencies and localities to urgently develop a plan and organize the implementation of the Politburo's conclusion on implementing the exemption of all tuition fees for students from preschool to high school public schools nationwide from the beginning of the new school year 2025-2026.
At the same time, study the project to build boarding schools for high school students in remote, isolated, border and island areas.
