According to Resolution No. 176/2025/QH15 of the National Assembly passed at the 9th Extraordinary Session, the organizational structure of the Government for the 15th National Assembly term includes 14 ministries and 3 ministerial-level agencies.
Including: Ministry of National Defense; Ministry of Public Security; Ministry of Foreign Affairs; Ministry of Home Affairs; Ministry of Justice; Ministry of Finance; Ministry of Industry and Trade; Ministry of Agriculture and Environment; Ministry of Construction; Ministry of Culture, Sports and Tourism; Ministry of Science and Technology; Ministry of Education and Training; Ministry of Health; Ministry of Ethnic Minorities and Religions; State Bank of Vietnam; Government Inspectorate; Government Office.
In which, the Ministry of Planning and Investment and the Ministry of Finance will be merged into the Ministry of Finance. Approving the appointment of Mr. Nguyen Van Thang as Minister of Finance.
Merge the Ministry of Construction and the Ministry of Transport into the Ministry of Construction. Approving and appointing Mr. Tran Hong Minh as Minister of Construction.
Merge the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment into the Ministry of Agriculture and Environment. Approving and appointing Mr. Do Duc Duy as Minister of Agriculture and Environment.
Merge the Ministry of Information and Communications and the Ministry of Science and Technology into the Ministry of Science and Technology. Approving and appointing Mr. Nguyen Manh Hung as Minister of Science and Technology.
Merge the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs into the Ministry of Home Affairs. Approving the appointment of Ms. Pham Thi Thanh Tra as Minister of Home Affairs.
Establish the Ministry of Ethnic Minorities and Religions on the basis that the Ethnic Committee receives additional functions, tasks and organizes the state management apparatus of religion from the Ministry of Home Affairs. Approving and appointing Mr. Dao Ngoc Dung as Minister of Ethnic Minorities and Religions.
This Resolution takes effect from the date of its approval by the National Assembly and replaces Resolution No. 08/2021/QH15 dated July 23, 2021 of the National Assembly on the organizational structure of the Government for the 15th National Assembly term.
Also according to the National Assembly's resolution, ministries and ministerial-level agencies under the new Government apparatus will officially operate from March 1, 2025.
The old Government apparatus includes ministries and ministerial-level agencies under the organizational structure of the Government for the 15th National Assembly term according to Resolution No. 08/2021/QH15 of the National Assembly, effective until February 28, 2025.
Previously, the Government had announced new decrees on the functions, tasks, and organizational structure of: State Bank of Vietnam, Ministry of Home Affairs, Ministry of Information and Communications of Vietnam, Ministry of Foreign Affairs, Vietnam Academy of Social Sciences, Government Office, Ministry of Justice, Vietnam Academy of Science and Technology, Ministry of Education and Training, Ministry of Industry and Trade, Ministry of Ethnic Minorities and Religions.
After the reform, the Government has 25 members. In which, the Government leaders include: Prime Minister Pham Minh Chinh and 7 Deputy Prime Ministers: Nguyen Hoa Binh (Standing Deputy Prime Minister of the Government), Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son (and Minister of Foreign Affairs), Mai Van Chinh and Nguyen Chi Dung.
The remaining 16 members of the Government, in addition to the newly appointed ministers and the Minister of Foreign Affairs, concurrently appointed by Deputy Prime Minister Bui Thanh Son, also have 10 ministries and heads of sectors remaining.
Including: Minister of National Defense Phan Van Giang; Minister of Public Security Luong Tam Quang; Minister of Justice Nguyen Hai Ninh; Minister of Industry and Trade Nguyen Hong Dien; Minister of Culture, Sports and Tourism Nguyen Van Hung;
Minister of Education and Training Nguyen Kim Son; Minister of Health Dao Hong Lan; Minister - Head of the Government Office Tran Van Son, Inspector General of the Government Doan Hong Phong; Governor of the State Bank Nguyen Thi Hong.
