On September 5, at the headquarters of the National Assembly agencies, Central Party Committee member and Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh chaired a meeting to review the draft Law on Employment (amended).
Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh said that the Standing Committee of the Social Committee is conducting a preliminary review of the draft Law on Employment (amended) to prepare for submission to the National Assembly Standing Committee.
At this meeting, the drafting agency will report further on the progress of the development and completion of the Law project. The Standing Committee of the Social Committee, representatives of the Ethnic Council and the National Assembly Committees will contribute preliminary comments to continue perfecting the draft to meet the set requirements.
Reporting at the meeting, a representative of the Ministry of Labor, War Invalids and Social Affairs said that the amendment of the Law on Employment stems from the need to institutionalize the 2013 Constitution, the Party's guidelines and policies, and the State's policies on human resource development, job creation, labor market, and reform of unemployment insurance policies...
The Law Project aims to overcome shortcomings and limitations in the provisions of the Employment Law on job creation support, labor market information, employment services, vocational skills development and assessment, granting of vocational skills certificates, unemployment insurance, labor registration and management.
Thereby, meeting the requirements of improving capacity and effectiveness of State management in the field of employment, promptly responding and adapting in the context of population aging, industrial revolution 4.0, solving issues related to sustainable employment, and labor resource management.
Discussing at the meeting, National Assembly delegates emphasized that workers are highly expecting the amendment of the Employment Law this time. Therefore, the Law needs to be fundamentally, comprehensively and comprehensively amended. The solutions proposed must ensure sustainable employment, support workers when facing difficulties, help limit one-time withdrawal of social insurance, solve employment for workers in the informal sector, support and provide job training for the elderly to adapt to population aging.
In addition, opinions also suggested that the draft Law should build a multi-layered, interconnected employment information system, improve the quality of employment service centers, fully reflect the contents of occupational safety and hygiene, and perfect unemployment insurance policies.
At the same time, the draft Law needs to ensure consistency with the legal system and compatibility with international treaties to which Vietnam is a member.
