Deputy Prime Minister Tran Hong Ha has just signed Official Dispatch No. 141/CD-TTg dated August 22, 2025 of the Prime Minister requesting ministries, branches and localities to proactively respond to tropical depressions that are likely to strengthen into storms.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, after entering the East Sea, the tropical depression will strengthen into storm No. 5 moving rapidly at a speed of about 20 km/h. On August 24, when moving to the Hoang Sa archipelago, the intensity may reach level 10-11, gust level 13-14 and may strengthen; on August 25, the storm will move inland in the Central region of our country.

Due to the influence of the storm, in the northern area of the East Sea (including Hoang Sa special area) from August 23, there will be strong winds of level 6-7, then increased to level 8-9, from August 24, strong winds of level 9-10, waves 4-6m high, the sea area from Thanh Hoa to Da Nang will have strong storm winds of level 8, the area near the storm center will have level 11-12, gusts of level 15, the coastal area from Nghe An to Quang Tri is likely to have strong winds of level 10-11, gusts of level 13-14.

From the night of August 24 to the end of August 27, in the area from Thanh Hoa to Hue, there will be a heavy rain, with common rainfall of 200-300mm, in some places over 600mm, rivers from Thanh Hoa to Quang Tri will have floods, with the risk of flash floods, landslides and flooding in low-lying areas, along rivers and urban areas.

This is a strong storm, with a high chance of making landfall directly, causing strong winds and heavy rain in the Central region of our country. The developments of storms and floods are still very complicated.

The Prime Minister requested coastal provinces and cities to focus on directing and immediately implementing measures to ensure safety for ships, vehicles and activities at sea and along the coast, especially to prevent thunderstorms and lightning that can cause damage before the storm directly affects.

Review and complete scenarios and solutions to respond to tropical depressions, storms, floods, landslides, flash floods according to the 4-on-site motto in accordance with each locality, ward, commune, village, hamlet, residential area, especially in mountainous areas, where isolation is likely to occur.

Proactively evacuate people from dangerous areas to ensure safety of life and limit damage to people's property when natural disasters occur.

Direct relevant agencies and units to closely monitor, operate scientifically and effectively, ensure the safety of hydroelectric and irrigation dams in the area, prevent overlapping floods, contribute to reducing floods downstream, and prevent unexpected passive conditions.

The Ministry of National Defense directs Military Region 3, Military Region 4, Military Region 5 and relevant units to prepare plans, proactively arrange forces and mobile means to support people in localities in areas at high risk of being cut off and isolated due to the impact of storms and floods; be ready to deploy response and rescue work when required.
