On August 22, the National Center for Hydro-Meteorological Forecasting said that the low pressure area in the eastern area of Lu-Dong Island (Philippines) had strengthened into a tropical depression (ATND).
At 7:00 a.m., the center of the tropical depression was at about 16.7 degrees North latitude; 121.5 degrees East longitude, strong winds of level 6 (39 - 49km/h), gusting to level 8. The tropical depression is moving northwest at a speed of 10 - 15km/h.
It is forecasted that by 7:00 a.m. on August 23, the tropical depression will strengthen, moving into the Northeast of the East Sea, about 730km from Hoang Sa archipelago, with winds of level 7, gusting to level 9.

By the morning of August 24, the tropical depression is likely to strengthen into a storm, heading towards the North East Sea with winds of level 8, gusting to level 11. The dangerous sea area is determined from latitude 16.0N - 20.0N, east of longitude 116.5E.
Due to the influence of the tropical depression, the northeastern sea of the East Sea will have widespread showers, strong thunderstorms, winds of level 6-7, then increase to level 8, gusting to level 10. Waves are 3-5m high, the sea is very rough.
In response to the complicated developments of the tropical depression, the Vietnam Maritime and Waterway Administration issued a telegram, requesting:
Vietnam Maritime Information Company issued continuous warnings for ships to proactively avoid them.
Maritime seaports and inland waterway seaports are ready with PCTT&TKCN plans, closely monitoring developments, instructing ships not to enter dangerous areas, and absolutely not granting a license to leave ports without ensuring safety.

The Department of Construction and the Northern Maritime - Waterway Sub-Department will strengthen inspection of vehicles, life-saving equipment, and safe anchorage at passenger wharves across the river; strictly handle violations.
The Vietnam Maritime Search and Rescue Coordination Center maintains 24/7 duty, ready with forces and means for rescue in case of emergency situations.
The Vietnam Maritime and Waterway Administration emphasized: Units must seriously implement instructions, absolutely do not be subjective to ensure safety for people and vehicles when the tropical depression enters the East Sea and is likely to strengthen into a storm.
