Many options to support cadres after the merger of Binh Dinh and Gia Lai provinces

In order to facilitate cadres, civil servants, public employees and workers (CBCCVCNLD) to work at the new Gia Lai Provincial Administrative Center (located in Quy Nhon City, Binh Dinh City today) after the merger of Binh Dinh and Gia Lai provinces, the Departments of Finance of the two provinces have given comments on the draft policy to support travel, accommodation and living expenses.

According to the proposal of the Gia Lai Provincial Department of Finance, the comprehensive support level for each employee is 6.8 million VND/person/month. Of which, the support for travel costs is 1.6 million VND, accommodation costs (in case the official housing has not been arranged) is 3 million VND and living expenses are 2.2 million VND/person/month.

The Department also proposed another support plan with a total of VND 4.6 million/person/month (including travel and accommodation costs), along with a one-time living allowance of VND 10 million, for employees to cover initial essential expenses.

"It is expected that 1,505 officials and employees will work at the new administrative center of Gia Lai province, not taking into account the number of people who will leave the regime after merging the two provinces. The time to apply the support policy is proposed in the first 3 years from the time of the merger decision, then base on the budget capacity to adjust the appropriate support level," the Department of Finance of Gia Lai province commented.

For provincial-level cadres, civil servants and public employees (CBCCVC) who are transferred to work at the Commune-level Administrative Center after the arrangement, in case the new agency headquarters is more than 30km from the old headquarters, the Gia Lai Provincial Department of Finance proposes a travel cost support level of 1 million VND/person/month.

Meanwhile, the Department of Finance of Binh Dinh province proposed the support level of accommodation cost of VND 1.5 million/person/month for employees who have not yet arranged public houses; agreed with the proposal of the Department of Finance of Gia Lai province on the level of travel expenses. However, the Department does not propose support for living expenses because the Central Government has not yet issued regulations and specific guidelines on the application of accommodation allowances.

The Department of Finance of Binh Dinh province proposes the time to apply the support policy by the end of 2025. From 2026 onwards, based on the criteria for the norm of allocation and estimate of the state budget assigned by the Central Government, the new Department of Finance of Gia Lai province will submit to the competent authority to consider and decide the support level in accordance with the actual situation of the locality.

“Regarding the policy for provincial officials and officials mobilized to work at the communal administrative center after arrangement, the Department of Finance of Binh Dinh province said that this content is in the period before merging the two provinces. Therefore, the Department of Finance of Gia Lai province base on the balanced capacity of the current provincial budget to propose appropriate support levels.

Planning to arrange specialized agencies between the two provinces

To prepare for the merger of specialized agencies and public service units when the new Gia Lai province is established, the Chairman of the People's Committee of Binh Dinh province requested heads of departments, branches and public service units to coordinate with relevant agencies of Gia Lai province to develop a plan for arrangement and merger.

According to the direction, the arrangement of departments, offices, and affiliated units will keep the status quo of both sides; if the number is not uniform, more units will be used as a basis for developing the plan.

Regarding facilities, units need to agree on a plan to arrange working headquarters and a permanent department ( facility 2) located in the current Gia Lai province, to ensure political tasks and convenience for people and businesses.
