Deputy Minister of Public Security Nguyen Ngoc Lam shared this information at a press conference announcing the amnesty decision in 2024 on the morning of September 30.
According to Decision No. 957/QD-CTN, the President decided to grant amnesty to 3,763 prisoners serving prison sentences and 2 people whose prison sentences are temporarily suspended, who are eligible for amnesty in 2024.
Deputy Minister of Public Security Nguyen Ngoc Lam said that among the 3,763 prisoners serving prison sentences who were granted amnesty this time, 403 were convicted of crimes related to economic management and position; 561 prisoners were ethnic minorities (60 Mong, 35 Thai, 49 Muong, 54 Dao, 121 Tay, 70 Nung, 8 Ede...).
Regarding the crime rate, among those pardoned this time, there are 64 people who committed murder, 205 people who committed drug-related crimes, 91 people who committed rape, 156 people who committed robbery, 77 people who committed theft, and 403 people who committed crimes related to public order and economic management; 275 people who committed crimes related to positions, and 2,494 people who committed other crimes.
According to Major General Nguyen Ngoc Lam, Mr. Chu Ngoc Anh (former Chairman of Hanoi People's Committee), Mr. Pham Xuan Thang (former Secretary of Hai Duong Provincial Party Committee), and Mr. Dinh La Thang (former Secretary of Ho Chi Minh City Party Committee) are not on the list of people to be pardoned this time.
Providing more information about the number of foreign prisoners pardoned, Deputy Minister of Foreign Affairs Do Hung Viet said that according to the President's pardon decision, this time 20 prisoners of foreign nationality (19 men, 1 woman) were pardoned. Among them are 9 Chinese, 3 Laotians, 2 Cambodians, 2 Americans, 1 South African, 1 Indian, 1 Irish, etc
"The 20 foreign prisoners who were pardoned were charged with many crimes such as murder, smuggling, organizing gambling, organizing people to stay in Vietnam illegally...", Mr. Viet said.
According to the Deputy Minister of Foreign Affairs, after these cases are pardoned, the Ministry of Foreign Affairs will send diplomatic notes to diplomatic missions and consular offices in other countries to request coordination with Vietnamese authorities to receive the pardoned people and carry out procedures to bring these people back to their country or a safe and suitable place of residence.
Vice Chairman of the Office of the President Pham Thanh Ha emphasized that the amnesty affirms the lenient policy of the Party and State and the humane tradition of the nation towards criminals, encouraging them to repent and train to become useful people for society.
"The process of considering and deciding on amnesty for prisoners serving prison sentences and those whose prison sentences are temporarily suspended is carried out strictly, publicly, fairly, accurately and ensures democracy," Mr. Ha emphasized.
