On November 28, the Hanoi Party Committee held a conference to announce the Politburo's Decision on personnel work.
The conference was attended by Politburo member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee.
At the conference, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee - read the Politburo's decision on personnel work.
Accordingly, the Politburo decided to allow Mr. Nguyen Duc Trung - Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee - to cease holding the position of Deputy Secretary of the Hanoi Party Committee for the 2025-2030 term; cease holding the position of Chairman of the Hanoi People's Committee for the 2021-2026 term according to personal wishes, for health reasons.
Transfer Mr. Nguyen Duc Trung to the position of Deputy Head of the Central Strategic Policy Department.
Mr. Nguyen Duc Trung was born in 1974, from Thanh Hoa province. Mr. Trung has a Master's degree in Political Economics, Bachelor's degree in Economics, and Bachelor's degree in English.
Mr. Nguyen Duc Trung has worked for a long time at the Ministry of Planning and Investment, and has previously held many positions: Director of the Department of Organization and Personnel; Director of the Department of Local and Territorial Economy; Director of the Department of Infrastructure and Urban Areas.
He held the position of Deputy Minister of Planning and Investment from January 2019 to February 2020, and was then transferred to the position of Deputy Secretary of the Nghe An Provincial Party Committee.
From March 2020 to November 2024, he was Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province.
In November 2024, he held the position of Secretary of the Nghe An Provincial Party Committee. In October 2025, at the 20th Nghe An Provincial Party Congress, Mr. Nguyen Duc Trung was re-elected as Secretary of the Nghe An Provincial Party Committee for the 2025 - 2030 term.
On November 10, 2025, the Hanoi Party Committee announced the Politburo's decision on the transfer and appointment of Mr. Nguyen Duc Trung, Secretary of the Nghe An Provincial Party Committee, to join the Executive Committee, Standing Committee, and hold the position of Deputy Secretary of the Hanoi Party Committee, term XVIII, 2025 - 2030.
On the afternoon of November 13, at the thematic session (27) of the 16th Hanoi People's Council, term 2021-2026, the Hanoi People's Council elected Mr. Nguyen Duc Trung, Deputy Secretary of the City Party Committee to hold the position of Chairman of the Hanoi People's Committee, term 2021-2026.
