Implementing the direction of the Politburo and the Secretariat on the arrangement of administrative units at all levels and building a model of organizing local governments at 2 levels, the Government has issued an Implementation Plan (Resolution No. 74/NQ-CP dated April 7, 2025).
Along with that is Plan No. 40/KH-BCD dated April 19, 2025 of the Steering Committee for the implementation of the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels assigned to ministries and ministerial-level agencies to issue according to their authority or propose to competent authorities to amend, supplement or issue new legal documents related to the termination of the operation of district-level local government and 2-level local government organizations.
To ensure effective implementation, without interrupting the management, monitoring, reception and settlement of administrative procedures (AP) for people and businesses when the operations of district-level local governments and 2-level local government organizations end, Prime Minister Pham Minh Chinh issued Document No. 500/TTg-KSTT on determining the authority to settle AP of district-level authorities.
The Prime Minister requested ministries and ministerial-level agencies to urgently complete the review of 346 administrative procedures under the authority of district-level authorities according to the Prime Minister's conclusion.
At the same time, proactively issue legal documents according to authority to carry out the reduction and determination of the authority to handle administrative procedures of district-level authorities, to be completed before June 10, 2025.
In case it is necessary to develop a decree of the Government, urgently send it to the Ministry of Justice for appraisal before May 10, 2025, submit to the Government before May 30, 2025; report to the Prime Minister the results before May 10, 2025.
Ministries and ministerial-level agencies promptly announce and publicize administrative procedures immediately after amending regulations to serve as a basis for localities to announce the list of administrative procedures applied in provinces and cities.
The Prime Minister requested the People's Committees of provinces and centrally run cities to announce, publicize, and organize the implementation of administrative procedures in provinces and cities in accordance with regulations.
The Government Office monitors and urges the implementation of cuts and determination of the authority to handle administrative procedures related to the termination of the operation of district-level local governments and 2-level local government organizations; promptly synthesizes and reports to the Prime Minister on issues beyond its authority.
