According to the "Project on the arrangement of commune-level administrative units of Ninh Binh province in 2025", when implementing the arrangement of commune-level administrative units and removing district-level staff, 100% of the existing staff of the district level will be transferred to the commune.
In which the team of leaders and managers of the current district-level political system is arranged as the core in the new grassroots units. The province can also increase the number of provincial cadres, civil servants, and public employees to the commune level.
In the immediate future, the number of officials, public servants and officials of the district and commune levels is available to work at the commune level and conduct the review and streamlining of the payroll associated with the restructuring, improving the quality of the team that meets the task requirements and ensures that within the 5 -year period in accordance with the Government's regulations.
When assigned to leadership and management positions at the new commune-level administrative unit, district and commune-level cadres, civil servants and public employees will continue to hold the current leadership position allowance for a period of 6 months from the date of the decision. After that time, it will be implemented according to the new regulations of the Government.
In case civil servants, professional and technical staff are appointed to leadership and management positions at the new commune-level administrative unit, the leadership position allowance level has not been temporarily applied and will be implemented when there are regulations by the Government on the leadership and management position allowance coefficient.
For cadres, civil servants, public employees and workers receiving salaries from the State budget when assigned to work in new administrative units, they will continue to receive salaries according to the rank, level and current salary allowance regimes according to the rank, level and current salary allowance regimes for 6 months. After that time, it will be implemented according to the new regulations of the Government.
In case cadres, civil servants, public employees, and workers have submitted a voluntary application for early retirement or resignation, the competent agency, organization, or unit shall, according to the decentralization, review, evaluate and implement policies and regimes according to current regulations of the Government, ensuring the retention of people with outstanding abilities, meeting the requirements of the task.
In case cadres and civil servants at the district and commune levels do not meet the standards and conditions to be assigned to take on job positions at the new commune level, the regime and policies will be resolved according to current regulations of the Government.
Cadres, civil servants, officials, workers and salaries in the armed forces in the province after arranging continue to enjoy specific regimes and policies applied in the region, area or administrative unit as before the arrangement until there is another decision of the competent authority. In case of changing the name of the post -arrangement administrative unit, use the new name of the administrative unit to continue organizing the implementation of specific regimes and policies.
According to the "Project to reorganize commune-level administrative units of Ninh Binh province in 2025", after the reorganization, Ninh Binh province will have 39 commune-level administrative units (including 8 wards and 31 communes), a reduction of 86 commune-level administrative units (including 70 communes, 10 wards and 6 towns), a reduction of 68.8%.
