Dear delegates attending the Conference.
After 2 days of urgent work, the 15th Conference of the 13th Party Central Committee completed all the contents and programs set out with high solidarity, unity, and good quality. On behalf of the Politburo and the Secretariat, I would like to thank the Central Committee members for their dedication, democracy, frankness, honesty, revolution, and science with the sense of responsibility of the Party members before the Party, the People, and the State.
The Central Executive Committee unanimously assessed: The nearly 100-year history of the Communist Party of Vietnam and the leaders of the Vietnamese Revolution has achieved great achievements of great historical significance. Implementing the 1991 platform and the 2011 platform for amending and supplementing the transition period to socialism has affirmed that our Party's innovation policy is correct, creative, and appropriate; the path to socialism of our country is the practical need of Vietnam and the trend of the times. 40 years of renovation, including outstanding contributions from the 13th Congress term, are the result of a long process of persistent, continuous, and drastic efforts, and are the crystallization of the national spirit and will for the Party, State, and People. Thereby, we have summarized valuable lessons of high theoretical value, with practical orientation for the revolutionary cause of our nation in the new era.
The Party Central Committee thanked the Party Committee for its support, consensus and contribution of opinions from Party members, cadres, soldiers and people on the Party's guidelines, policies and Resolutions.
The Central Executive Committee found that: Throughout the 13th Party Congress term, the context of the world and regional situation constantly moving at high speed, with many uncertain factors, creating many difficulties and challenges that we have to face. Epidemics, natural disasters, floods, climate change and some other geopolitical, geoeconomic difficulties and some other socio-economic problems are occurring in a row. However, the Party Central Committee, the Politburo and the Secretariat have united, been steadfast, self-reliant, creative with great determination and efforts, issued many contemporary and breakthrough policies, policies and strategic decisions to lead the people nationwide to complete all the goals, targets, requirements, programs and plans set by the 13th National Congress. Create new potential, new momentum, new development space for the country in the new era. In any circumstances, it is necessary to maintain the spirit of strategic autonomy, self-reliance and self-reliance of the country.
The Central Executive Committee discussed enthusiastically and thoroughly and unanimously approved the Draft Report of the 13th Central Executive Committee on Documents submitted to the 14th Congress, especially the Political Report and Action Program to implement the Resolution of the 14th Party Congress. The Central Executive Committee determined that in the new revolutionary period, we need to focus on implementing 3 strategic breakthroughs, which are (1) Strong breakthrough in development institutions; promote decentralization; promoting breakthroughs in science, technology, innovation, and digital transformation; Developing new production capacity, new production and business models and methods. (2) Focus on restructuring and improving the quality of human resources; develop high-quality, highly qualified human resources and utilize talents; Strongly innovate cadre work, encourage and protect cadres who are dynamic, creative, dare to think and do, dare to take responsibility, and dare to sacrifice for the common good. (3) Continue to synchronously improve and make strong breakthroughs in the construction of socio-economic infrastructure, especially transportation infrastructure, technological infrastructure and energy infrastructure. At the same time, strive to carry out key tasks with 6 focuses: (1) Building a clean and comprehensively strong Party and political system; Enhance the Party's leadership capacity and fighting power. (2) Building synchronous development institutions, focusing on the legal system, mechanisms and policies. (3) Developing a socialist-oriented market economy; improve the efficiency of the state economic sector, develop the private economic sector; establish a new growth model, restructure the economy, promote industrialization and modernization. (4) Focus on implementing breakthroughs in science, technology, innovation and digital transformation, creating a foundation for developing new modern production forces and new effective production methods. (5) Developing human resources and developing culture to truly become endogenous strength and a great driving force for the country's rapid and sustainable development (6) Strengthening national defense, security and foreign affairs. Build a revolutionary, regular, elite and modern People's Army and People's Police; Promote the implementation of a comprehensive foreign policy strategy at a new level.
The Central Executive Committee unanimously approved the report on the personnel work of the Party to report to the 14th National Party Congress and voted to approve with a high number of votes to introduce personnel to join the 14th Central Executive Committee, introduce personnel to participate in the Politburo, Secretariat, and Key Leaders of the Party and State for the 2026-2031 term to submit to the 14th National Congress of the Party for consideration, decision and election according to the Party's charter and regulations.
The Central Executive Committee carefully discussed the contents of the preparation and successful organization of the 14th National Party Congress: Congress Working Regulations, Election Regulations within the Party; Report on the Party's inspection and supervision work during the 13th term and approved the expected list of Presidium, Secretariat, Examination Board for the status of Delegates of the 14th National Party Congress, and Counting Committee of the 14th National Party Congress; Agreeing with the submissions and reports submitted by the Politburo and Secretariat to the 15th Central Conference. The Central Executive Committee has assigned the Politburo to continue to complete the best preparation work to serve the successful organization of the 14th National Party Congress.
The Central Executive Committee welcomed and commended the members of the 14th National Party Congress Subcommittees for their great efforts, efforts, overcoming difficulties, completing assigned tasks on time, ensuring quality. We hope that you continue to make more efforts to complete the work from now until the 14th National Party Congress is successfully held.

The 14th National Congress of the Delegation is an important political event of our Party and people, a historical milestone of the country in the Ho Chi Minh era, marking the convergence of the thousand-year tradition of the nation to rise in the new era. Cadres, Party members and People are very interested, watching, waiting and placing high expectations on the success of the Congress. I request that the Central Committee comrades and all Party members in the entire Party continue to promote the spirit and responsibility of Party members, seriously implement and lead the organization to effectively implement the Resolution of the Central Conference; Focus on doing a good job regularly, urgently carry out the remaining tasks of the organization so that the 14th National Congress of the Party can successfully and well as planned.
On behalf of the comrades who were recommended to nominate the Central Executive Committee and the leadership positions for the upcoming term for the 14th Congress to consider and decide, We would like to thank the Central Committee, Politburo, and Secretariat for their trust in assigning the task. We continue to unite and work with a high sense of responsibility and efficiency, meeting the trust of the Party and the People.

At the same time, he requested the Central comrades to focus on leading and directing the year 2025 summary work with a concise, substantial, economical and effective direction, not creating pressure for grassroots levels; deploy practical aspects of work to make the people welcome the new year 2026 joyfully, safely, healthily and happily; immediately start the work of 2026 and the work tasks for the 2026-2031 term of the units and localities of the comrades.
