Implementing the full-term work program, today the Central Executive Committee opened the 15th Conference of the 13th National Party Congress - reviewing and giving opinions on the work to successfully organize the 14th National Party Congress. On behalf of the Politburo and the Secretariat, I warmly welcome the Central Committee members and delegates attending the Conference, and would like to send you warm greetings, sincere greetings, health wishes and success.

The 15th Central Conference focused on resolving three major and important contents: (1) Group of issues on personnel work of the 14th National Party Congress, (2) Group of issues on Drafting contents of documents submitted to the 14th National Party Congress, (3) Work to organize the 14th National Party Congress such as: Working regulations, Election regulations at the 14th National Party Congress; Report on inspection, supervision and enforcement of Party discipline for the 13th National Party Congress term; Report on inspection, supervision and enforcement of Party discipline in 2025, direction and tasks for work in 2026; Regarding the policy of summarizing 100 years of the leadership of the Communist Party of Vietnam (1930-2030) with the Vietnamese Revolution and summarizing 40 years of implementing the National Building Principle during the period of socialist era; Report on the work of organizing and serving the 14th National Party Congress and a number of other related contents.
The documents of the Conference that you received from last weekend, I believe that you have studied carefully and are ready to contribute opinions during the Conference days.
To make the Conference successful, I have some suggestions for comrades.
First: Regarding personnel work for the 14th National Party Congress.
At the 13th and 14th Central Conclusions, based on the proposal of the Politburo, the 13th Party Central Committee voted unanimously, focused on introducing personnel to participate in the Party Central Committee (both formal and ad hoc), introduced personnel to participate in the Politburo, the 14th Party Secretariat to basically ensure the structure, quantity, standards, and conditions in accordance with the Party's regulations and regulations and the Personnel Work orientation of the 14th National Party Congress.
Implementing the Resolution of the 14th Central Conference of the 13th tenure, the Politburo focused on directing the preparation of the remaining work towards the 14th National Congress of Delegates; directed the Human Resources Subcommittee to continue to supplement and perfect the personnel plan of the 14th National Congress. At the meetings of the 14th National Party Congress's Personnel Subcommittee, the Politburo's meetings, the Key Leaders, and the Politburo's Comrades, with the revolutionary spirit of the Communist Party members, putting the interests of the Party, the People, the National, and the nation above all, first of all, discussed and analyzed carefully, enthusiastically, and considered many aspects, comprehensively, thoroughly, specifically, and highly agreed to introduce the personnel participating in the Central Executive Committee, the Politburo, the Secretariat of the 14th tenure, and the Key Leaders of the Party and State for the 2026-2031 term.
At the 15th Central Conference, based on the content of the Politburo's submissions, it was recommended that the Central Committee members discuss and contribute opinions to complete the report of the 13th Central Executive Committee on the personnel work of the 14th Central Executive Committee to submit to the 14th National Congress of Delegates and the 14th Central Conference for decision and election according to regulations.
The work of preparing and introducing personnel for the 14th Central Executive Committee is a particularly important task and a great responsibility of the Central Committee members as well as the entire Party. The selection of personnel of the Party's top leadership to lead the implementation of goals and tasks is very high, very drastic, very urgent to develop the country in the new period must be very careful, certain, cautious, accurate, and in accordance with regulations as the Central Executive Committee has requested in previous Central conferences.
Second: Regarding the Draft Documents submitted to the 14th Congress.
The Politburo has submitted to comrades the Draft Documents to the 14th National Congress. All Party members and the majority of people from all walks of life highly appreciate the Central Committee's decision to integrate the content of 3 documents (including the Political Report, the Socio-Economic Report, and the Summary Report on Party building work) into a unified and synchronous Political Report. After the participation of Party Congresses at all levels and comrades at the 14th Central Conference, nearly 14 million more opinions from nearly 5 million cadres, Party members, and People participated in the Draft Documents (taking place from October 15, 2025 to November 15, 2025). The Document Subcommittees and the Politburo and the Secretariat have completed the draft documents to submit to the 15th Central Conference. This is truly an idea and a way to make a revolution, a breakthrough in the work of building Party Congress Documents. This is also the term in which the Party Congress has received the largest number of contributions from the People's Public opinion compared to previous Congresses. The 14th Congress Documents Subcommittees have filtered and absorbed as much as possible appropriate opinions to continue to complete the Political Report. The collective intelligence and the intelligence of the People have been crystallized in the documents of the 14th National Party Congress.
In order for the document to become a "light to guide the way", a "command for action" for the entire Party and people to carry out the construction and development of the country in the new revolutionary period, the Central Executive Committee requested that the Central Committee comrades, Party committees at all levels, Party members and people continue to contribute their opinions to the content of the Documents.
From the results of the work of the 13th Congress term, from the practical work that the Central Committee comrades have been doing, I suggest that you contribute your opinions to complete the content of the Political Report and documents submitted to the 14th Congress, especially the Action Program of the Party Central Committee to implement the Resolution of the 14th National Congress of the Party.
Tuesday: Regarding preparations for the 14th Congress.
The 14th National Congress of the Party is scheduled to be held from January 19, 2026 to January 25, 2026 in Hanoi with 1,586 Delegates, representing more than 5 million Party members, attending the Congress. The Politburo and the Secretariat have directed the dissemination and implementation of the Resolutions and Conclusions of the Central Committee and the Politburo on preparations for the 14th National Party Congress. The content of the Documents and personnel work I reported above. The work of organizing the Congress also needs to be carefully prepared, secure, safe, and in accordance with the Party's regulations. Therefore, we suggest that comrades carefully study the Reports of the Subcommittees and the contents submitted by the Politburo and the Secretariat to the Conference to give comments and supplement the contents so that this work is most thoughtful and complete, contributing to the success of the 14th National Congress of the Party.
