At the conference, the leaders of the Department of Home Affairs of Binh Duong province provided more information about the policy of reorganizing the state apparatus in the spirit of Resolution 18-NQ/TW.
According to Ms. Huynh Thi Thanh Phuong - Director of Binh Duong Department of Home Affairs, the Standing Committee of the Provincial Party Committee plans to reorganize and reduce 5 department-level agencies under the Provincial People's Committee, on the basis of merging 10 departments.
The proposed names of the five new departments are: Department of Economics and Finance; Department of Construction and Transport; Department of Agriculture and Environment; Department of Science, Technology and Communications; Department of Home Affairs and Labor.
The Department of Industry and Trade will receive the Market Management Department from the Ministry of Industry and Trade and reorganize it into the Market Management Department under the Department of Industry and Trade.
For professional agencies under the district-level People's Committee, the Provincial Party Standing Committee also plans to merge the Department of Labor - Invalids and Social Affairs and the district-level Department of Home Affairs (the tentative name is the Department of Home Affairs and Labor), transferring some functions to the Department of Education and Training and the district-level Department of Health.
Establish the Department of Economy, Infrastructure and Urban Areas on the basis of receiving the functions and tasks of advising on state management of construction, traffic, industry and trade at the district level from the current Department of Economy and Department of Urban Management.
Establish the Department of Culture, Science and Information on the basis of receiving the functions and tasks of the Department of Culture - Information and the functions and tasks of science and technology from the current Department of Economics.
Establish the Department of Agriculture and Environment on the basis of receiving the functions and tasks of the Department of Natural Resources and Environment and the functions and tasks of agriculture and rural development, and natural disaster prevention and control from the current Department of Economics.
Ms. Huynh Thi Thanh Phuong - Director of Binh Duong Department of Home Affairs said that by implementing the above arrangement plan, the whole province will reduce 5/20 departments and branches (accounting for 25%); reduce 9/56 departments (accounting for 16%); reduce 18/108 district-level departments (accounting for 16.7%).
The number of personnel will be arranged reasonably according to the direction of the Central Government, suitable for each case when there is an official project.
According to the leader of Binh Duong Department of Home Affairs, in general, after the arrangement, the new apparatus must be put into operation immediately, without interruption of work, without leaving any vacant areas; without affecting the normal activities of society, of the people, etc., in accordance with the direction of the Central Government.
