On December 24, Binh Dinh Provincial Party Committee held a Conference to review the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee.
Do not let discontent arise
At the conference, Binh Dinh Provincial Party Secretary Ho Quoc Dung said that the province is streamlining its apparatus in accordance with Resolution No. 18-NQ/TW.
"The Central Executive Committee and the General Secretary have identified this as a 'revolution', which is vital to the country's development. Either we stay behind or we move forward and become a rich and powerful nation," Mr. Dung conveyed.
Mr. Dung emphasized that this streamlining will be very different, more drastic and stricter than ever.
The Secretary of Binh Dinh Provincial Party Committee also sent his deep thanks and gratitude to the officials affected by the apparatus arrangement.
"The arrangement will have comrades staying, some comrades will quit or have to transfer agencies. That is to serve the "new revolution", not because the comrades failed to complete their tasks. I hope that comrades will always be proud of what they have done, do not think that it is because you cannot do it that you are being arranged", Mr. Dung expressed.
Mr. Dung requested that agencies urgently review and develop plans to organize the apparatus to avoid the situation of "those who stay work, those who leave don't".
"Agencies and units need to improve the ideology of their cadres. If ideology is not clear, it can easily lead to speculation, dissatisfaction, and lack of unity in work.
"It is very difficult to deal with people when arranging jobs. Because when the job positions are determined, a large number of cadres have to leave, this is a very sensitive matter, directly affecting each person, each agency and unit, so we must unite," Mr. Dung suggested.
Have separate policies for employees who resign
At the conference, the Secretary of the Binh Dinh Provincial Party Committee mentioned the story of the Head of the Provincial Party Committee's Organization Board, Nguyen Gio, coming to see him to present his wish to resign, volunteering to sacrifice personal interests to serve the cause of streamlining the apparatus.
"Comrade Nguyen Gio said that he will retire in May 2025, but if it affects the arrangement, he will resign in advance, considering this an exemplary act," Mr. Dung recounted.
Mr. Dung welcomed the sacrifice of personal interests of cadres and leaders for the restructuring of the apparatus. At the same time, he requested that the apparatus be put into operation immediately after the restructuring, without any interruption.
"Synchronously implement the streamlining of the organizational apparatus in conjunction with the structure of the staff with sufficient qualities, capacity, and equal to the task. Have a mechanism to screen out those who do not have enough qualities, capacity, and prestige," Mr. Dung suggested.
The Secretary of the Binh Dinh Provincial Party Committee requested to ensure the implementation of policies for cadres, party members, civil servants and public employees affected by the rearrangement. "In addition to the outstanding policy of the Central Government, the province will have additional support policies for cadres, civil servants and employees who have to leave due to the rearrangement," said Mr. Dung.
Reduce 6 departments, 8 party groups
At the conference, Standing Deputy Secretary of Binh Dinh Provincial Party Committee Le Kim Toan reported on the plan to arrange and streamline the organizational apparatus.
