For the Party Executive Committee and Party Delegation, end the activities of 3 Party Executive Committees and 8 Party Delegations and transfer the functions and tasks of the Party Executive Committee and Party Delegation to the functions and tasks of the Party Committee and Party Cell.
Ending the activities of the Provincial Party Committee of Agencies and Enterprises; establishing 2 provincial-level Party Committees including: Provincial Party Committee of Party agencies, mass organizations, People's Council, and judiciary and Provincial-level government Party Committee.
For provincial party committees, the Fatherland Front and provincial-level socio-political organizations, the 4 provincial party committees; the Fatherland Front and 5 provincial-level socio-political organizations remain unchanged.
Restructuring, arranging and merging 4 agencies including: Merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; merging Dong Khoi Newspaper and Ben Tre Radio and Television Station; ending the operation of the Provincial Cadre Health Care and Protection Department.
For district party committees, the Fatherland Front and socio-political organizations at district and city levels: Merge the district-level Party Committee's Propaganda Committee and the district-level Party Committee's Mass Mobilization Committee. End the operation of the District-level Cadre Health Care and Protection Committee.
For the Provincial Government Block, maintain 4 Departments with rearrangement and streamlining of internal organization. Merge 10 departments and branches corresponding to the arrangement of Ministries at the Central level.
Including merging the Department of Planning and Investment and the Department of Finance; merging the Department of Transport and the Department of Construction; merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; merging the Department of Information and Communications and the Department of Science and Technology; merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs.
Restructuring, arranging, and transferring tasks for 4 departments and branches corresponding to the arrangement of Central Ministries including: Department of Home Affairs and Labor; Department of Health; Department of Education and Training; Department of Industry and Trade.
For the Provincial New Rural Development Program Coordination Office, it is proposed to transfer it to a unit under the Department of Agriculture and Environment. Electronic information portals, websites, magazines, etc. under agencies, units, and localities are to be studied to end their operations, and transfer their functions and tasks to Dong Khoi Newspaper and Ben Tre Radio and Television after the merger.
Particularly for public service units under the Provincial People's Committee, the proposal to streamline the arrangement includes: Ending the operation of 3 Project Management Boards for construction investment projects to establish 1 Provincial Project Management Board; merging the College of Technology into Ben Tre College; transferring the Vocational Education - Continuing Education Centers of districts and cities to the Department of Education and Training.
After the reorganization, the province is expected to reduce 2 Provincial Party Committees, reduce 1 public service unit under the Provincial Party Committee; reduce 2 District Party Committees; reduce 1 affiliated public service unit. For the government sector, 5 specialized agencies under the Provincial People's Committee will be reduced, and 18 departments under the District People's Committee will be reduced.
In her concluding remarks at the conference, Ms. Ho Thi Hoang Yen - Acting Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Ben Tre province - requested the Provincial Party Committee's Organization Committee and the Provincial People's Committee's Party Committee to complete the draft plan to arrange and streamline the apparatus in the province's political system to submit to the Provincial Party Committee Standing Committee for approval.
On this occasion, the Ben Tre Provincial Party Committee also announced the Secretariat's Decision on appointing Ms. Le Thi Nghia Nhan - Chief of Office of the Ben Tre Provincial Party Committee to join the Ben Tre Provincial Party Executive Committee for the 2020 - 2025 term.
