The entire army strictly maintains combat readiness, grasps the situation correctly, forecasts the situation correctly, proactively advises and handles situations effectively, does not be passive or surprised, firmly protects territorial sovereignty; coordinates to maintain security and order nationwide.
Proactively research and report to the Politburo to approve the Project to continue to streamline, compact, and strong local military organizations to meet the requirements of tasks in the new situation.
Carry out the task of civil defense; promptly mobilize nearly 9,000 soldiers, militia, and over 360 means of natural disaster prevention, search and rescue, especially to overcome the consequences of floods and landslides in Lai Chau and Bac Kan provinces.
Concluding the conference, General Phan Van Giang requested that agencies and units closely follow military and defense tasks and be more proactive and drastic, focusing on comprehensively completing the key tasks identified in June 2025.
Party committees and commanders at all levels continue to lead and direct agencies and units to strictly maintain combat readiness regimes, strictly manage airspace, sea areas, borders, inland areas, cyberspace, especially strategic and key areas.
Grasp, evaluate, and correctly forecast the situation, promptly advise, and effectively handle situations, avoid being passive or surprised, and firmly protect territorial sovereignty.
Minister Phan Van Giang noted that competent authorities should actively review the content and proactively coordinate to ensure the progress and quality of draft laws before submitting them to the National Assembly for comments, approving: Draft Law on the Law on the participation of United Nations peacekeeping forces; Law amending and supplementing a number of articles of 11 laws on the military and defense sectors and Law on Emergencies.
Strengthen inspection of the results of military and defense tasks and rearrange the local military organization system when implementing the two-level government.
Thereby, completing the organizational structure, regulating the functions, tasks, and working relationships of newly established agencies and units; documents implementing the Project to reorganize local military organizations to be lean, compact, and strong to meet the requirements of tasks in the new situation.
