On March 29, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense received a petition from voters in Lao Cai and Bac Ninh provinces sent by the Petition Committee.
Accordingly, voters of Lao Cai province proposed that the current allowance regime for the position of militia and self-defense commander is stipulated in Article 7 of Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government detailing a number of articles of the Law on Militia and Self-Defense Forces on the organization and construction of forces and regimes and policies for militia and self-defense forces and the monthly allowance level is regulated in specific amounts.
Voters proposed that the Ministry of National Defense submit to the Government to study and amend Decree No. 72/2020/ND-CP and stipulate the allowance regime for militia and self-defense command positions in coefficients to ensure consistency with each increase in the basic salary.

Similarly, voters in Bac Ninh province also proposed that the regulation of family allowances for reserve soldiers in Decree No. 79/2020/ND-CP dated July 8, 2020 of the Government and the regulation of allowances for militia and self-defense command positions in Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government in cash are not appropriate, suggesting that it be regulated at the rate of the basic salary.
Responding to the above proposal, the Ministry of National Defense said that the Ministry of National Defense will receive voters' opinions, coordinate with ministries, relevant agencies and provinces and centrally run cities to study and review coefficient regulations (percent) for the level of allowances for militia and self-defense command positions, family allowances for reserve soldiers, and propose to competent authorities for decision to ensure compliance with the current system of legal documents on militia and self-defense forces, and the law on reserve and support forces.
