The Tra Khuc River downstream dam project started construction in July 2019, with the Quang Ngai Provincial Traffic Construction Investment Project Management Board as the investor, with a plan to complete in 2021.
This is one of the province's key projects, with multi-purpose nature: both preserving water, creating urban landscape, developing the city on both sides of the river, and contributing to raising the stature of Quang Ngai City. However, due to many problems related to the site, the project's progress was delayed from 2021 to 2023, and then continued to be adjusted until August 2024.

Since August 2024, the project has been forced to temporarily suspend construction due to unfinished site clearance. Thanks to the drastic participation of the provincial leaders and the efforts of the investor, the project has now officially resumed construction after a long period of "winter sleep".
Talking to the reporter, the investor's representative said the project was restarted about 10 days ago. Currently, the ground of 14/15 households has been completely resolved and handed over to the construction unit. The remaining case (1 household) is still being actively mobilized by the authorities and units. If this household still does not agree, the authorities will implement construction protection measures in accordance with the law.
Recorded at the construction site, many vehicles such as excavators, road rollers, etc. are operating busily, leveling the ground, preparing for construction work. The restart of this key project has made local people very excited, expecting the project to be completed soon.
The Tra Khuc river dam project was built in the downstream of Tra Khuc River, in Quang Ngai City, with a total investment of nearly VND 1,500 billion. The building has a length of nearly 800 m, connecting the two roads Hoang Sa and Truong Sa. The goal of the project is to offer water to create the landscape for the largest river in the province and prevent saline intrusion.

According to the investor, the units have basically completed the items within the area where the site has been handed over, with the implementation value reaching about VND 1,130 billion, equivalent to 88.4% of the contract value.
In the coming time, the investor will coordinate with relevant units to adjust and issue land recovery notices, and at the same time urge contractors to speed up construction progress, ensuring completion on schedule.
During the project inspection on April 21, 2025, Mr. Nguyen Hoang Giang - Chairman of the People's Committee of Quang Ngai province - commented that the site clearance work is still too slow. He requested relevant units and localities to focus on removing obstacles and completely handling the remaining sections. At the same time, he emphasized that departments, branches and localities need to proactively coordinate and promptly report to the Provincial People's Committee on issues beyond their authority to avoid prolonging the project construction time.
