On June 24, in Hanoi, the Central Military Commission for the 2025-2030 term held its second conference.
Speaking to direct at the conference, General Secretary, President To Lam, Secretary of the Central Military Commission, acknowledged the outstanding results of the Central Military Commission, Party committees, commanders at all levels and officers and soldiers throughout the army in performing tasks in the first 6 months of 2026.
Regarding the direction of leadership in implementing tasks in the last 6 months of 2026, the General Secretary and President requested the Central Military Commission, Party committees, and commanders at all levels to thoroughly grasp the guiding ideology "Protecting the Fatherland early and from afar must start from the ability to identify early, forecast far and act early".
Focus on leading and directing to maintain the core role in firmly protecting the Fatherland in all situations; direct the functional agencies of the Central Military Commission and the Ministry of National Defense to focus on improving the quality of research and strategic advice forecasting.
Proactively identify traditional and non-traditional security risks, cyberspace risks; continue to improve the quality of training, combat readiness, and strictly manage the airspace, sea, border, inland, and cyberspace.
Resolutely firmly protect independence, sovereignty, unity, territorial integrity and national and ethnic interests; raise the level of international integration and defense diplomacy, build strategic trust between nations, protect the Fatherland early and from afar, and not be surprised in any situation.
General Secretary and President emphasized creating a strong breakthrough in building a revolutionary, regular, elite, and modern Army on the basis of promoting science and technology development, innovation and digital transformation.
Continue to accelerate the application of artificial intelligence, big data, simulation, continue to research and develop, master dual-use technologies applied to the military and defense fields.
Innovate the content and methods of ideological work from propaganda to awareness management; thoroughly grasp, guide, and implement resolutions and regulations on protecting the ideological foundation of the Party and political and ideological work within the Party.
The General Secretary and President requested to continue building the Army Party Committee to be truly clean, comprehensively strong, exemplary, and typical; to well implement mass mobilization work, military policies and the military's rear.
Improving the leadership capacity and combat strength of grassroots Party organizations; building a contingent of Party members with firm political bravery, innovative thinking, practical capacity, daring to think, daring to do, daring to take responsibility for the common good; effectively implementing the Project "Campaign operation to do mass mobilization work of the Vietnam People's Army and self-defense militia forces in the new situation" and the Movement "The entire army builds a strong and modern all-people national defense".
The General Secretary and President proposed building a people's national defense posture associated with the people's security posture in the new conditions; continue to direct and improve combat plans, determined to fight; and organize good defense exercises at all levels.
