According to the Official Dispatch, considering Official Dispatch No. 72-TTr/DU dated June 5, 2026 of the Government Party Committee on thoroughly grasping and directing Party committees and Party organizations at all levels to lead and direct the general review of the system of legal normative documents, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu has the following opinions:
1. Request Party committees at all levels, Party organizations, agencies, units, and localities to fully and deeply grasp the political significance of the task of general reviewing the system of legal normative documents.
Secretaries of Party committees of ministries, branches, central agencies; secretaries of provincial and city Party committees directly lead, direct and be responsible to the Politburo and the Secretariat for the progress, quality, and results of the general review of the system of legal normative documents within the scope of responsibility of their agencies, units, and localities.
2. Request the National Assembly Party Committee and the Government Party Committee to coordinate with relevant agencies to lead and direct the serious, complete, substantive, and effective implementation of the task of general reviewing the system of legal normative documents in accordance with the direction of the Politburo, key leaders, and the Central Steering Committee for Institutional Improvement and Law Enforcement.
3. Assign the Party Committee of the Fatherland Front and central mass organizations to lead and direct member organizations to participate promptly and with quality in the task of general reviewing the system of legal normative documents, especially propaganda activities, organizing opinions, summarizing reflections, recommendations, and criticisms on inadequacies, bottlenecks and solutions to improve the legal system.
4. Assign the Central Propaganda and Mass Mobilization Committee to lead and direct press and media agencies to strengthen communication about the purpose, requirements, role, meaning, situation and results of the general review of the system of legal normative documents.
