New regulations on the system of legal documents

The Lao Dong Newspaper Legal Consulting Office replied:

Article 4 of the Law on Promulgation of Legal Documents stipulates the system of legal documents as follows:

1. Constitution.

2. Code, law (hereinafter referred to as law), Resolution of the National Assembly.

3. Ordinance and resolution of the National Assembly Standing Committee; joint resolution between the National Assembly Standing Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front; joint resolution between the National Assembly Standing Committee, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front.

4. Order and decision of the President.

5. Decrees and resolutions of the Government; joint resolutions between the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front.

6. Decision of the Prime Minister.

7. Resolution of the Council of Judges of the Supreme People's Court.

8. Circular of the Chief Justice of the Supreme People's Court; Circular of the Chief Prosecutor of the Supreme People's Procuracy; Circular of Ministers and Heads of ministerial-level agencies; Circular of the State Auditor General.

9. Joint Circular between Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, State Auditor General, Ministers, Heads of ministerial-level agencies.

10. Resolution of the People's Council of the province or centrally run city (hereinafter referred to as the provincial level).

11. Decision of the Provincial People's Committee.

12. Legal documents of local authorities in special administrative - economic units.

13. Resolution of the People's Council of a district, town, city under a province, city under a centrally-run city (hereinafter referred to as the district level).

14. Decision of the District People's Committee.

Thus, from April 1, 2025, the system of legal documents is regulated as above.
