On April 24, in Hanoi, Politburo Member, Prime Minister Le Minh Hung chaired the National Conference to promote the allocation and disbursement of public investment capital in 2026.
Concluding, the Prime Minister emphasized that public investment is a very important political task of 2026 and the entire term; is a macroeconomic management tool; is an important driving force to achieve the "2-digit" growth target; develop synchronous and modern infrastructure and open up new development space for the country.
Regarding the disbursement situation of public investment, Prime Minister Le Minh Hung praised, acknowledged, and highly appreciated 7 ministries, agencies and 16 localities with disbursement rates higher than the national average; strictly criticized 28 ministries, agencies and 18 localities with disbursement rates below the national average.
Regarding the causes, according to the Prime Minister, administrative discipline and order are not strict, and the implementation of the Government's direction is sometimes not serious and timely in some places.
Some ministries, agencies, and localities are still not proactive, drastic, lack inspection and urging, lack political determination, and even have a mentality of waiting, avoiding, and fearing responsibility.
The Prime Minister emphasized that it is necessary to maintain discipline, administrative order and public investment discipline; promote the highest spirit of determination, effort and drastic action throughout the system.
Further enhance the role of heads of ministries, agencies, units, heads of Party committees and local authorities; specifically assign leaders and officials in charge of each project, individualize responsibilities to serve as a basis for evaluating the results of task implementation.
Immediately replace the Project Management Board, consultants, contractors, cadres, civil servants, and public employees who are weak, limited in professional capacity and responsibility, and do not meet requirements; resolutely handle violations and negativity in the management and use of public investment capital.
The Prime Minister directed to do better in investment preparation, especially in selecting truly necessary and effective investment projects in accordance with planning, capital balance capacity, ensuring thoroughness from project preparation, capital registration... Resolutely eliminate project registration that is "holding a place", the situation of "capital waiting for the project".
Develop disbursement plans for each project; promptly transfer capital for projects that cannot be disbursed or cannot be fully disbursed to projects with good disbursement capacity and need for additional capital.
Proactively inspect, urge, and handle problems arising right at the unit and construction site; identify existing problems and weaknesses in each stage in direction, administration, management to implementation organization in each project and each area to quickly have solutions to handle problems.
The Ministry of Construction and localities direct to urgently complete investment preparation work, especially the high-speed railway line on the North-South axis, and railway lines connecting with China.
The Chairman of the Provincial People's Committee must urgently direct the review and completion in the second quarter of 2026 of the planning of raw material mines to ensure sufficient raw materials for investment projects, especially public investment; urgently remove difficulties related to licensing stone, sand, and soil mines; recover mines if there are violations or incorrect implementations.
