Reduced nearly 6.4 thousand staff in 7 years
Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently, in the past 7 years, Quang Nam province has streamlined 6,393 positions (achieving a reduction rate of 15% of civil servant positions and 20% of public employee positions).
According to Chairman of Quang Nam Provincial People's Committee Le Van Dung, there are things that the Central Government and the provinces have not done but Quang Nam has done, such as: Ending the activities of the Provincial Business Bloc Party Committee; piloting the merger of the Political Training Center into the Party Committee's Propaganda Department in 18/18 district, town and city Party Committees; merging 8 colleges in the area into one school.
Piloting the policy of the Head of the Mass Mobilization Committee concurrently being the Chairman of the Vietnam Fatherland Front Committee in 10 district-level localities; reducing 192 focal points in public service units; reducing 479 villages/blocks.
From January to June 2025, Quang Nam will continue to streamline its staff by 107 more people, including 90 people retiring early and 17 people quitting immediately.
Of which, 58/107 cadres were downsized due to not completing their tasks in 2024, or being classified as having completed their tasks or below (in the previous year at the time of considering downsizing); not meeting the prescribed professional and technical standards; cadres who are being disciplined...
The list of staff reduction of the province in the first phase of 2025 includes Mr. A Lang Mai - Head of the Ethnic Minorities Committee of Quang Nam province, Mr. Tran Uc - Chairman of Dien Ban town People's Committee and Mr. Nguyen Van Thang - Vice Chairman of Que Son district People's Committee.
These are 3 cases of surplus, due to the rearrangement of administrative units and organization of apparatus and personnel according to the decision of competent authorities, entitled to early retirement benefits.
Streamlining, reducing 6 more departments and branches
According to Plan No. 9919 of 2024 of Quang Nam on the orientation of arranging and streamlining the organizational apparatus of provincial government agencies and units, it is expected to reduce 6 more departments and branches.
Merge the Department of Planning and Investment and the Department of Finance; the Department of Transport and the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Information and Communications and the Department of Science and Technology; the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs; Merge the Department of Foreign Affairs into the Provincial People's Committee Office.
For departments, branches and localities that do not reorganize, the organizational structure will be streamlined, reducing at least 15% of the focal points within agencies and units, and only retaining steering committees with necessary functions and tasks.
The arrangement and streamlining of administrative agencies under the Provincial People's Committee and district level must be completed before February 20, 2025.
Similarly, before the above time, Quang Nam will end the activities of the Party Committee of the Provincial Agencies and Party delegations: Provincial People's Council; Provincial Vietnam Fatherland Front Committee; Provincial Labor Federation; Provincial Veterans Association; Provincial Women's Union; Provincial Farmers' Association; Provincial Union of Science and Technology Associations; Provincial Literature and Arts Association. End the activities of the Party Executive Committees of the Provincial People's Committee, Provincial People's Court, Provincial People's Procuracy. Merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department.
Quang Nam Provincial Party Secretary Luong Nguyen Minh Triet emphasized that streamlining the apparatus is not a mechanical cut, but aims to build a streamlined, efficient apparatus that serves the people better. “This is a difficult and challenging revolution that requires solidarity, unity, and determination so that implementation can be carried out quickly, actively, and effectively.”
