Spend a penny to save hundreds
Quang Nam province is drafting regulations on the cost of organizing compensation, support and resettlement (BT, HT, TDC) in the province, the expected level is not less than 3% of the total BT, HT, TDC budget of the project.
This cost includes: Cost for the organization performing the BT-GPMB task, appraisal cost, cost of the Steering Committee at provincial, district and commune levels.
The expenditure level in this new draft regulation is higher than the previous regulation in Decision No. 42/2021 of the Provincial People's Committee (only 2%, suspended since the end of 2023) and is expected to remove difficulties and motivate the team doing this work at the grassroots level.
According to Mr. Tran Nam Hung - Vice Chairman of Quang Nam Provincial People's Committee, site clearance and compensation work is a huge bottleneck in Quang Nam at present.
“All investment projects, including public and private investment, urban areas, industrial parks, schools, hospitals, and public investment disbursement, are stalled when land acquisition is a problem. We spend one dong but will save tens, hundreds of times more.”
In fact, many projects in Quang Nam have increased their capital by billions of dong due to land acquisition problems, leading to slow construction progress that directly affects the lives of people in the project area.
For example, the 1.9 km long western bypass project of Ai Nghia town, Dai Loc district, increased its capital from 100 billion VND to more than 148 billion VND; the Tra Dinh bridge project, Que Son district, had an initial total investment of more than 51.8 billion VND, but after 4 years of delay, the investment capital increased by more than 9.5 billion VND. The investor and local authorities were forced to review and explain the slow progress of the project.
Motivate compensation officers
Currently, the tasks of compensation, support, and resettlement when the State reclaims land in Quang Nam are assigned to the District Land Fund Development Center (PTQD). Most of these Centers are autonomous units.
According to Mr. Do Van Minh - Vice Chairman of Tam Ky City People's Committee, in reality, the BT-GPMB work is very hard, with few people and a lot of work. The locality is looking forward to the province issuing regulations on this spending level soon to create a mechanism and motivation to relieve pressure on the responsible officers.
The new regulation will reduce the “ask for permission” mechanism, shorten the time and procedures for preparing, submitting for approval, and checking the budget for each project. This will remove many difficulties for the current PTQD Centers – Hoi An representative commented.
Vice Chairman of Quang Nam Provincial People's Committee Tran Nam Hung said that the province has agreed with the proposal of the expenditure level for organizing the implementation of BT, HT, and TDC at no less than 3% of the total BT, HT, and TDC budget of the project; it is possible to divide the zone into up to 2 more levels to suit the specific conditions of some localities, especially mountainous, border, and island areas... Currently, the Department of Finance is urgently implementing consultation according to the process.
"Localities and staff of BT-GPMB need to determine a high sense of responsibility in BT, HT, and TDC work, because this is an important task, creating motivation to implement large, key projects in the coming time" - Mr. Tran Nam Hung emphasized.
