The People's Committee of Quang Ninh province has just submitted a report on "Experience in implementing the model "People trust - Party nominates" in the election of Village Chiefs in Quang Ninh province" to the Ministry of Home Affairs.
Accordingly, Quang Ninh has proposed many synchronous solutions to improve the leadership capacity and fighting strength of Party organizations and Party members, especially at the commune, village and residential area levels, in which the model of "People trust - Party nominates", unifying the position of Party Cell Secretary and Village and Residential Area Chief is an effective solution in innovating methods, improving the leadership capacity and fighting strength of the Party, and streamlining the payroll at the local and grassroots levels.
Through surveys and practical summaries, Quang Ninh province found that in places where the Village Chief is a Party member, especially the Party Cell Secretary, the leadership, direction and organization of the implementation of tasks are very favorable, avoiding duplication, pushing and pushing, reducing intermediaries, thereby receiving high support and consensus from the people.
When the Village Chief is the Party Cell Secretary, he will have the opportunity to directly discuss with the Party Cell and Party Committee to build resolutions that are close to the practical work of the village and neighborhood.
At the same time, the implementation of resolutions of the Party cell and guidelines of the higher-level Party Committee is also more favorable; promoting the pioneering and exemplary spirit of Party members in work as well as in daily life.
On the contrary, when the Village Chief is not the Party Cell Secretary or is not a Party member, leadership and direction will be more difficult, especially in receiving and organizing the implementation of the Party Cell's policies and resolutions.
On December 28, 2016, the Standing Committee of Quang Ninh Provincial Party Committee issued Directive No. 12-CT/TU on "Unifying the term of the Party cell congress under the grassroots Party Committee with the election of Village and Ward Heads for the 2017-2020 term".
In particular, the goal is to have 100% of Party cell secretaries also be village heads with the motto of selecting personnel according to the method of "People trust - Party nominates"; unify and synchronize the term of the Party cell congress under the grassroots Party Committee with the term of the Village Head. The whole province elects the Village Head in one day, then simultaneously holds the Party cell congresses of villages and neighborhoods.
Up to now, Quang Ninh province has successfully implemented the model "People trust - Party elects" for 3 terms (2017 - 2020; 2020 - 2022; 2022 - 2025) with 100% of Party Cell Secretaries also being Village Heads, the quality of the Village Head team is increasingly improved.
In the 2022 - 2025 term, the team of Village Chiefs with high school education level accounts for over 75%; University degree or higher accounts for over 20%; College and Intermediate degree accounts for over 31%; Intermediate political theory level or higher accounts for over 28%).
Quang Ninh Provincial People's Committee said that in the 2025 - 2027 term, continuing to implement the model "People trust - Party nominates", the whole province will conduct the election of Village Chiefs on Sunday, December 15, 2024, then simultaneously conduct the Party Congresses of villages and neighborhoods before January 15, 2025.
