The province has established 1,452 election teams with 8,744 members. The total number of candidates for village chief is 1,521, of which 1,193 are re-elected, and 328 are new candidates. The quality of the candidates for village, hamlet, and neighborhood chiefs has been improved, of which 349 have university degrees or higher, and 418 have intermediate political theory degrees or higher.
The whole province has 428 voting groups choosing to vote by show of hands (accounting for 29.5%), 1,024 voting groups choosing to vote by secret ballot (accounting for 70.5%). The total number of voters in the whole province listed is 315,297 people.
Compared to other elections, the number of communes, wards and towns has decreased due to mergers, but the number of neighborhoods, villages and hamlets has remained unchanged.
Currently, Quang Ninh province still has 1,452 neighborhoods, villages and hamlets.
The elected candidates will then be introduced to elect the Party Cell Secretary according to the model of "People trust - Party nominates", unifying the position of Party Cell Secretary and also the head of the village, hamlet, and neighborhood. It is expected that the entire Quang Ninh province will simultaneously hold Party cell congresses of villages, hamlets, and neighborhoods, completing before January 15, 2025.
Quang Ninh is the pioneer locality in implementing the policy of Party cell secretaries concurrently being village, hamlet, and neighborhood heads since 2017. From 2019 to present, the whole province has implemented 100% of Party cell secretaries concurrently being village, hamlet, and neighborhood heads.
Currently, the allowance for the position of village chief in Quang Ninh is about 8 million VND/month.
