Compared to other elections, the number of communes, wards and towns has decreased due to mergers, but the number of neighborhoods, villages and hamlets has remained unchanged.
Currently, Quang Ninh province still has 1,452 neighborhoods, villages and hamlets.
To prepare for this election, localities in the province are still urgently completing preparations and organizing elections while continuing to implement the policy of Party cell secretaries concurrently being village, hamlet, and neighborhood heads.
As of November 14, 2024, 1,018 villages, hamlets, and neighborhoods have completed steps 1 and 2 of consultation. The most are in Ha Long, Uong Bi, Van Don, Quang Yen, Mong Cai, and Tien Yen. 208 villages, hamlets, and neighborhoods have completed steps 3 and 4.
At this time, localities are actively directing communes, wards and towns to promote propaganda about the election in many forms, such as: Party cell activities; through conferences of communes, wards, towns, villages, hamlets and neighborhoods; integrated into the National Great Unity Day; through media such as electronic information portals, loudspeaker systems, fanpages, zalo, and facebook of communes and wards. At the same time, review the headquarters of cultural houses of villages, hamlets and neighborhoods, repair and upgrade cultural houses that are degraded and damaged after storm No. 3; build new toilets to meet the living and working needs of the people.
According to the plan, the entire province will simultaneously elect village, hamlet, and neighborhood chiefs on Sunday, December 15, 2024. The election will be conducted on the principle of direct and secret ballot, ensuring the promotion of the people's right to mastery.
The elected candidates will then be introduced to elect the Party Cell Secretary according to the model of "People trust - Party nominates", unifying the position of Party Cell Secretary who is also the head of the village, hamlet, and neighborhood.
Quang Ninh is the pioneer locality in implementing the policy of Party Cell Secretary concurrently being the head of village, hamlet, and neighborhood, since 2017.
