The 16th National Assembly increases full-time deputies, reduces concurrent duties

According to the National Election Council, the whole country has 500 delegates, of which 150 are female delegates, accounting for 30% of the total number of National Assembly delegates; the proportion of full-time delegates reached 40%.

The first session of the 16th National Assembly officially opened this morning (April 6).

Reporting on the summary of the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term, National Assembly Vice Chairwoman Nguyen Thi Thanh said that this is the largest-scale election ever with more than 76 million voters participating in 72,000 polling stations.

Organizing elections earlier than usual and implementing a two-level local government model raises many requirements. However, with the proactiveness and synchronization of all levels, sectors, and stages, they have been implemented closely, on schedule, and in accordance with regulations.

In particular, promoting the application of digital transformation, exploiting the National Population Database and the VNeID platform has improved publicity, transparency, and management efficiency throughout the election process.

The total number of voters nationwide is 76,423,940 people (seventy-six million, four hundred twenty-three thousand, ninety-fourty people); the number of voters participating in the voting is 76,198,214 people (seventy-six million, one hundred ninety-eight thousand, two hundred and fourteen people), reaching 99.70%.

In the context of implementing 2-level local government, wide scope, and large population, achieving a very high voter turnout shows the great efforts of the organizations in charge of elections and the sense of responsibility of voters for their voting rights" - Vice Chairman of the National Assembly Nguyen Thi Thanh emphasized.

As a result of the election of National Assembly deputies of the 16th term, voters nationwide elected enough 500 National Assembly deputies of the 16th term from 863 candidates. Among them, 214 deputies introduced by the Central Government were elected, 2 people were not elected; 286 deputies introduced by localities were elected; no one was self-nominated elected. The number of full-time deputies in the Central Government elected is 145 people.

In terms of structure, according to the National Election Council, female deputies are 150 people (30%); ethnic minorities 76 people (15.20%); non-Party members 18 people (3.6%); under 40 years old 33 people (6.6%); re-elected or former National Assembly deputies are 247 people (49.40%), of which re-elected from the 15th term are 230 people (46%); first-time deputies are 253 people (50.60%).

The number of people with postgraduate degrees is 418 (83.60%); university degrees 80 people (16.0%); undergraduate degrees 2 people (0.40%).

The results show that the deputy structure continues to be improved in the direction of increasing full-time deputies and reducing concurrent positions; the proportion of full-time deputies reached 40%, the highest ever. In particular, for the first time in the National Assembly, there is a representative of the O Du ethnic group; the proportion of female deputies is maintained at a high level (30%), showing progress in gender equality and representativeness" - Vice Chairman of the National Assembly Nguyen Thi Thanh said.

With People's Council delegates at all levels, enough 2,552 delegates have been elected. Among them, women are 777 people (30.45%); under 40 years old 188 people (7.37%); ethnic minorities 412 people (16.14%); non-Party 105 people (4.11%); re-elected 1,311 people (51.37%). Education level: postgraduate 75.49%; university 25.32%; undergraduate 1.53%.

There is 1 self-nominated person (0.04%).

At the commune level, 72,440 delegates were elected (160 fewer than the number elected by law due to force majeure reasons). Among them, women are 22,808 people (31.49%); under 40 years old 14,065 people (19.42%); ethnic minorities 14,748 people (20.36%); non-Party members 4,326 people (5.97%); re-elected 38,123 people (52.63%).

There were 14 self-candidates (0.02%).

From the achieved results, the National Election Council proposed that it is necessary to continue to study and improve the Election Law, clarify the authority and process of resolving complaints and denunciations; improve regulations on voter lists, voting in other places, candidate time, consultation, list announcement; adjust flexible voting and counting time. At the same time, improve the Law on Organization of Local Government in the direction of adjusting the number of People's Council deputies associated with population, area, and local characteristics; consider increasing the number of commune-level deputies after arranging administrative units.

The National Election Council proposed that the Government direct the completion of a unified and stable system of guiding documents; standardize forms and nghiệp vụ; adjust timelines and appropriate reporting regimes; rationally decentralize authority in organizing elections; and improve regulations on the organization and operation of organizations in charge of elections.

The Central Committee of the Vietnam Fatherland Front studies innovating forms of voter contact and election campaigning in accordance with reality; strengthening and concretizing the post-election supervisory role, and enhancing the responsibility of elected representatives.
