Increased cost pressure has forced some contractors to narrow construction volume, construct sparingly to cut losses and wait for a more stable price level. This directly affects the progress of many projects in the province.
Some production and business units have taken advantage of fluctuations in gasoline and oil prices to push building materials prices up unreasonably, causing difficulties for management, administration and price stabilization, negatively affecting the construction progress of projects.
In addition to market factors, Gia Lai also discovered a situation where communes cause difficulties for businesses, causing a licensed quarry to still be "suspended" for 9 months because land lease procedures have not been completed.

According to Vice Chairman of Gia Lai Provincial People's Committee Nguyen Huu Que, to control prices, especially construction materials, first of all, it is necessary to ensure sufficient supply. He proposed that the Department of Agriculture and Environment create maximum conditions to expand mineral mines, but within the scope allowed by law.
For licensed mines, Mr. Que requested this Department to closely monitor whether businesses are exploiting or not, whether there are signs of hoarding goods or not; and at the same time review the situation at the commune level where the mine hinders business operations or causes problems to promptly remove them.
Recently, a quarry in Hra commune was licensed for 9 months, but the commune level did not lease land, forcing businesses to do this and that before allowing operations. Only when the province meets and directs, the commune will do it, losing their 9-month business opportunity," Mr. Que said.
Regarding the incident, the leader of the Department of Agriculture and Environment of Gia Lai province said that the quarry was licensed from the time when Gia Lai province was still in the old state, before the merger of the province, but so far it has not been able to be exploited due to land lease procedures. The province has assigned this commune to complete land lease procedures for businesses.
Strictly punish commune leaders for "torturing" businesses
According to Mr. Pham Anh Tuan - Member of the Party Central Committee, Chairman of Gia Lai Provincial People's Committee, the current market price level tends to increase, especially domestic goods and building materials, directly affecting people's lives and the progress of investment projects in the province.
Mr. Tuan requested Vice Chairman of Gia Lai Provincial People's Committee Nguyen Tu Cong Hoang to immediately work with building material suppliers, contractors and project management boards to agree on building material prices for key projects, ordinary construction projects and also people's construction projects, to prevent profiteering.

The Department of Agriculture and Environment should review the material mines to ensure supply, resolutely prevent material shortages, unreasonable price increases, affecting construction costs. If this cannot be controlled, investors will abandon everything and not do it," Mr. Tuan warned.
Chairman of Gia Lai Provincial People's Committee emphasized the view of not accepting commune-level localities "harassing" businesses, "hanging up mines" for 9 months. He requested strict handling, even replacing commune leaders if signs of negativity are detected.
Mr. Tuan also pointed out the situation that some investors and contractors show signs of slow construction, even stopping construction, affecting the progress of projects and works.
Project Management Boards require contractors to construct immediately, not to delay. At this time, contractors who show signs of caution and slow construction will be fined, transferred to other units to do it and "banned from returning to the province", Mr. Tuan resolutely said.
